About this file
This is a Justification for Other Than Full and Open Competition (CUI) document under FAR 6.302-1 for the Defense Logistics Agency (DLA) Land and Maritime. The solicitation (SPE7M525R0005) concerns the acquisition of 26 Circuit Card Assemblies (NSN/P/N 5998-01-411-3042) for the Patriot Missile System WSDC 39A. The contract type is Firm-Fixed Price with no options, and the estimated base value and maximum contract value are redacted. The requirement is for spare parts that are form, fit, and functionally interchangeable with those currently used on the supported weapon system, restricted to Raytheon (CAGE 05716) as the only source approved by the design control activity.
The justification supports a single-source acquisition based on AMSC N criteria, which addresses the requirement for special test and inspection facilities to determine and maintain ultra-precision quality. A Sources Sought Notice was posted to SAM.gov on January 28, 2025, for 14 business days with no responses received. A market survey on the same date contacted Raytheon with no other vendors responding. The procurement history review and general internet search yielded no alternative sources. The solicitation will be synopsized on or about April 23, 2025, for 14 days and posted to the DLA Internet Bid Board System for a minimum of 30 days. The justification was certified by the Contracting Officer on June 4, 2025, and approved by the Competition Advocate on June 5, 2025, requiring approval authority for the $750,000 to $15,000,000 threshold.
