About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) document dated May 2026 for a sole-source award under the 8(a) Business Development Program.
The document justifies the award of an 8(a) sole-source task order using IDIQ contract 47QRCA25DA224 to Nuvitek LLC for FM Enterprise Information Technology Support. The contracting activity is AFDW|PKS located at Joint Base Andrews, AFB, MD, and the requiring agency is SAF/FMI (Secretary of Air Force Financial Management). The requirement involves Portfolio Management and Enterprise Architect tasks and services for assigned IT investments and program management teams across multiple Headquarters Department of the Air Force offices throughout the investment lifecycle, as well as support for DoD and HAF rationalization efforts. The estimated contract value, including all options, is $5.4 million using a Firm Fixed Price (FFP) contract type. The statutory authority for this non-competitive award is 10 U.S.C. 3204(a)(5) and the Small Business Act 15 U.S.C. 637. Award is subject to SBA acceptance, confirmation of Nuvitek's eligibility for direct 8(a) award, and determination that the proposed price is fair and reasonable per RFO Subpart 15.4. No competitive solicitation efforts were undertaken because the acquisition is being pursued as a direct 8(a) award, with Nuvitek having identified and marketed the requirement through its own efforts via the OASIS+ 8(a) IDIQ contract.
