About this file

This document is a Memorandum for Record – Limiting Competition at or below the Simplified Acquisition Threshold for the U.S. Army Contracting Command Aberdeen Proving Ground. The procurement is for 16 sets of fitted Ballistic-Resistance Body Armor for the United States Army Signal Activity (USASA) Camp Roberts police force, to be sourced solely from Point Blank through their authorized distributor Black Box Safety. The body armor package includes a HiLite Carrier with Level IIIA soft armor, Maverick vest, multiple pouches (radio, handcuff, magazine), and special threat plates, with on-site fitting at no additional cost.

The procurement is justified by the need for NIJ-certified body armor that ensures officer protection and extends armor lifecycle, with a specific focus on the Modular Scalable Vest (MSV Gen II) as the preferred next-generation armor for Army Civilian Police and Security Guards. The contract will be a Firm-Fixed Price using Fiscal Year 25 Naval Research Laboratory funds, with a performance period from 26 August 2025 to 25 August 2026. The sole source justification stems from avoiding warranty issues and ensuring inter-operability with previously procured equipment, with the procurement to be posted on SAM.gov for public notification.

1. Contracting Activity: U.S. Army Contracting Command

Aberdeen Proving Ground (ACC-APG), Huachuca Division

ATTN: CCAP-DDH

2133 Cushing Street, Building 61801 Fort Huachuca, AZ. 85613-7070

2. Description of Action: This Sole Source Justification has been prepared to procure fitted Ballistic-Resistance Body Armor compliant with DOJ ATP 3-39.10 "Police Operations" in support of the United States Army Signal Activity (USASA) Camp Roberts. The anticipated types of funds are Fiscal Year (FY) 25 Naval Research Laboratory (NRL) funds. This resultant contract will be a Firm-Fixed Price.

3. Description of Services or Supplies: The United States Army Signal Activity (USASA) Camp Roberts police force requires fitted body armor compliant with DOJ ATP 3-39.10 "Police Operations". Fitted armor ensures the highest level of protection for the officer and extends the lifecycle of the armor due to reduced wear and damage.

IMCOM, the MACOM responsible for all but (two) 2 Army police forces, has identified the Modular Scalable Vest (MSV Gen II) as the preferred next generation body armor for Department of the Army Civilian Police and Security Guards (DACP/DASG).

4. Authority: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reasons for Authority Cited: The USASA Camp Roberts police force requires fitted body armor compliant with DOJ ATP 3-39.10 "Police Operations". Fitted armor ensures the highest level of protection for the officer and extends the lifecycle of the armor due to reduced wear and damage. IMCOM, the MACOM responsible for all but 2 Army police forces, has identified the Modular Scalable Vest (MSV Gen II) as the preferred next generation body armor for Department of the Army Civilian Police and Security Guards (DACP/DASG). It needs to be NIJ Certified, NIJ Standard is insufficient. This body armor is available through Point Blank and locally through their authorized distributor, Black Box Safety (BBS). Purchase made through the current State of California contract as a local agency includes on-site fitting by the contractor at $0 cost, ensuring DOJ ATP 3-39.10 compliance. Our Chief of Police and subject matter expert has experience with similar procurements in which off-brand plate carriers were procured, immediately voiding the warranty of the Point-Blank armor plates. To avoid issues with both warranty and inter-operability with previously procured equipment, USASA Camp Roberts is requesting this sole source procurement.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 apply and will be followed.

Sole Source Notification will be posted on SAM.gov.
