About this file

This is a Justification and Approval (J&A) document for a contract award other than full and open competition by the Air Force Research Laboratory (AFRL) at Wright-Patterson Air Force Base, Ohio.

The 711th Human Performance Wing requires a 60-month IDIQ contract with a 57-month ordering period to support operations and maintenance of the Centrifuge and Research Altitude Chamber (C/RAC) facility, which is mission-essential for pilot training and research. The contract will be awarded to KBR Wyle Services, LLC (the incumbent contractor), with an estimated value exceeding $750,000 and not exceeding $15 million. The contract must be fully operational by October 1, 2026 (start of Fiscal Year 2027) to prevent disruption to C/RAC operations and the Fighter Aircrew Acceleration Training Program. The contract utilizes a Cost-Plus Fixed-Fee (CPFF) structure with no-cost CLINs for unpredictable Operational Development Categories (ODCs) and fixed-price task orders. Future R&D projects will be incorporated via contract modification.

The justification invokes the authority of 6.302-1, citing Only One Responsible Source, as market research confirmed that KBR is the only contractor capable of meeting requirements without unacceptable risk or delay. KBR possesses over 15 years of incumbent experience, specialized personnel with military aerospace physiology certifications, and undocumented facility-specific operational knowledge that cannot be quickly replicated. The required workforce includes 10.75 full-time equivalents across roles such as Inside Observer, Lecturer, Program Manager, Maintainer, Aerospace Physiology Officer, Research Coordinator, Crew Chief, and CEIL Shop Technician. Market research included internet searches, GSA Advantage searches, a Sources Sought notice on SAM.gov (two responses), a GSA eBuy RFI (two responses), and RFI distribution to 16 eight-a IDIQ contractors (one response). All respondents lacked the requisite technical and managerial expertise or proposed hiring the incumbent's existing workforce. The anticipated cost will be evaluated against actuals from the current contract and similar labor rates using price analysis and Certified Cost and Pricing Data.
