About this file
This is a Justification and Approval (J&A) document for an Other Than Full and Open Competition acquisition by the Air Force Research Laboratory (AFRL) Material and Manufacturing Directorate (RMZB) at Wright-Patterson Air Force Base, Ohio.
The acquisition involves a 60-month Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a 57-month ordering period to provide specialized scientific, engineering, and technical expertise for the operation and maintenance of the Centrifuge and Research Altitude Chamber (C/RAC) facilities supporting the 711th Human Performance Wing's Research, Development, Testing, and Evaluation (RDT&E) programs and Fighter Aircrew Acceleration Training Program. The contract employs a Fixed-Price (CPPFF) structure and must be fully operational by October 1, 2026 (start of Fiscal Year 2027) to prevent disruption to operations. The estimated contract cost is redacted. The solicitation will include multiple Calls, utilize Cost Plus No CLINs for Operational Delivery Centers (ODCs) with unknown/unpredictable requirements, and incorporate future R&D projects as defined. The contracting activity is AFRL/RMZB under authority of 6.302-1 (Only One Responsible Source). Market research was conducted through internet searches, outreach to industry, a Sources Sought notice on SAM.gov (yielding two responses), GSA eBuy RFI postings under OASIS+ unrestricted and small business categories (two responses), and an RFI to 16 existing 8a IDIQ contractors (one response). All evaluation efforts confirmed that only the incumbent contractor, KBR Wyle Services, LLC, possesses the requisite technical and managerial expertise to operate the facility without unacceptable risk or delay. The J&A was approved by Chief of Contracting Office Joel B. Harrah on August 11, 2026, with local legal review completed on August 10, 2026.
