About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the Aircrew Flight Equipment Test Equipment (AFETE) procurement. The Air Force Life Cycle Management Center (AFLCMC) seeks to acquire production and repair services for specialized test equipment from Chemring Energetic Devices, Inc. (CED), which is the sole source manufacturer. The contract will cover Joint Combined Aircrew Systems Tester (JCAST), Altitude Combined Aircrew Systems Tester-High Altitude (ACAST-HA), and other critical flight safety equipment used to test and validate aerospace systems.
The procurement will be a Requirements Indefinite Delivery/Indefinite Quantity (IDC) contract with a base year and four annual options, plus a 6-month extension. The total estimated contract value includes both operations/maintenance and investment components. CED was determined to be the only viable vendor through extensive market research, including multiple Request for Information (RFI) processes and internet searches. The government concluded that CED is uniquely qualified due to proprietary technology, lack of available technical data, and being the original equipment manufacturer (OEM) for these critical aerospace testing systems.
