About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a sole-source contract with Ontic Engineering and Manufacturing. The United States Air Force seeks to award a contract for the overhaul of KC-135 Centrifugal Clutch Assembly Units (NSN 1615-00-808-0746JY), with a total estimated contract value of $1,194,561. The contract will cover five years from June 30, 2024, to June 29, 2029, with three basic years and two option years, involving minor and major repair services for 25 and 9 units respectively per year.

Ontic Engineering is currently the only approved source for these repairs, based on qualification requirements prescribed by AFMCI 23-113. The government conducted market research from August 23 to September 6, 2023, which included internet searches, government databases, and a Sources Sought Synopsis that received one response. The contracting activity acknowledges the limited competition and commits to monitoring the marketplace annually for potential additional sources, with a commitment to pursue full and open competition if another qualified source becomes available during the contract period.

This J&A covers all contract actions including options, task orders and delivery orders for all CLINs detailed in Attachment A, CLIN Detail Sheet.

The Government has taken action to encourage competition by synopsizing the qualification requirements IAW FAR Part 9, and further action will be taken when and if potential vendors elect to submit source approval requests (SARs). The Government acknowledges that the existing SAR process, prescribed by AFMCI 23-113 due to the Repair Qualification Requirements (RQRs) in place for these parts, is a barrier to competition. As such, the government has undertaken actions to streamline the SAR evaluation process to the degree allowed under current Air Force policy and regulation, as well as develop tools to create more visibility around SAR submission and its benefit.

Additionally, work has begun to develop tools and guidance aimed at providing greater assistance to industry in the actual preparation and submission of SAR packages. Until such time as these initiatives yield results, the Government will continue to synopsize the requirements to potential sources regularly and monitor, at least annually, for any additional submitted SAR packages.

To ensure that we are maximizing competition where possible, prior to the issuance of any task/delivery order under this contract, the Government will verify whether any additional sources have been approved for the specific NSNs being ordered. If another source submits a SAR and is approved as a qualified source for any NSNs during the life of this contract, the Government will immediately pursue full and open competition and discontinue use of this J&A for those identified NSNs upon a competitive award. Until such time as additional vendors elect to submit SAR packages, we will only have one approved source. Therefore, it is considered appropriate to seek approval for more than one fiscal year.

IV. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE

QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE

USE OF THE AUTHORITY CITED ABOVE (APPLICABLE OF AUTHORITY)

The Overhaul of the KC-135 Centrifugal Clutch Assembly Unite supports the following platforms: KC-135. As such this supply requires a qualified source to ensure continuity of operation and mission. Ontic Engineering and Manufacturing, Cage 45934 has been providing this supply since Oct 2018 and are the only contractor determined to have the capability to provide this supply at this time. This acquisition is subject to prequalification IAW AFMCI 23-113. Therefore, this is a follow-on contract for the continued performance of a highly specialized service.

This acquisition is subject to FAR Part 9 compliant qualification requirements and as such, any contract award is limited to suppliers that have been qualified as an approved source through the Source Approval Request (SAR) process prescribed in

AFMCI 23-113. Ontic Engineering and Manufacturing is currently the only approved source. The Small business office (SBD) has confirmed as of 20 Aug 2023 that no other companies have submitted a SAR package, are evaluated, and receive approval, thus becoming a qualified and approved source. Currently, Ontic Engineering and Manufacturing is the only approved source for this acquisition.

The Government believes that award to any other source would result in unacceptable delays In fulfilling the Air Force’s requirement. It currently takes 30-90 days for the processing, evaluation, and approval decision of a SAR once received. Such a delay would lead to thereby leaving the Government unable to meet the Air Force’s mission requirements. Delays in procurement will disrupt the availability of parts to the KC-135 weapon system, resulting in Mission Incapable Awaiting Parts (MICAPs).

Accordingly, Ontic Engineering and Manufacturing is the only firm capable of providing the Supplies described in Section III above with the U.S. Air Force experiencing unacceptable delays in fulfilling its requirements.

X. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO

REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE

MAKING SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES

REQUIRED

The Government will continue to monitor the marketplace for potential sources and synopsize qualification requirements for potential sources annually, periodically screen the item(s) for changes in data and source availability and encourage submission of SAR packages by potential contractors to competitively procure these items in the future.

Screenings will be conducted on an as-needed basis and updated as required with new SAR approvals or other events that may trigger a screening.

In addition, to lower barriers for any potential new vendors, the government has undertaken actions to streamline the SAR evaluation process to the degree allowed under current Air Force policy and regulation, as well as develop tools to create more visibility around SAR submission and its benefit. Under this effort, work has begun to develop tools and guidance aimed at providing greater assistance to industry in the actual preparation and submission of SAR packages. While these efforts are on-going, as outlined above, the Government team will continue to synopsize the requirements to potential sources regularly and monitor, at least annually, for any additional submitted SAR packages.

Finally, to ensure that we are maximizing competition where possible, prior to the exercising any options or the issuance of any task or delivery order under this contract, the Government will verify whether any additional sources have been approved for the specific NSNs being ordered. If another source submits a SAR and is approved as a qualified source for any NSNs during the life of this contract, the Government will immediately pursue full and open competition and discontinue use of this J&A.

Check one of the following as applicable:

IAW DFARS PGI 206.304(a)(S-70), as indicated by the signature on the Coordination and Approval Document, the previous J&A for each item listed on Attachment A have been reviewed and all identified actions to overcome barriers to competition have been accomplished.

IAW DFARS PGI 206.304(a)(S-70), as indicated by the signature on the Coordination and Approval Document, the previous J&A for each item listed on Attachment A have been reviewed and all identified actions to overcome barriers to competition have not been accomplished. The reasons are as follows:

This J&A is not for a follow-on to a sole source contract, so there is no previous J&A and this analysis does not apply.

I understand that failure to accomplish those actions requires approval of this J&A by the next highest approval authority.
