II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED
This individual Justification and Approval (J&A) authorizes the use of other than full and open competition procedures to obtain a new firm-fixed price (FFP), Indefinite Quantity Indefinite Delivery (IDIQ), sole source, non-commercial supply contract. The contemplated contract will be to remanufacture pitch trim controllers (PTC) on the F-15 aircraft. The Original Equipment Manufacturer (OEM) is Moog, Inc. (Moog) Commercial and Government Entity (CAGE) code 94697. In accordance with (IAW) FAR 16, a five-year basic performance period, IDIQ contract, is considered to be appropriate for this acquisition. The acquisition is not a Bridge Action as defined in AF Bridge Action Reduction Plan. The estimated total value of this award is $3,705,833.60 with an estimated award date of February 2020.
Previous Contract Number: FA8118-17-D-0008 Previous Contractor: Moog, Inc.
Date of Award: 22 December 2016 Completion Date: 21 December 2019 Basis of Award: Sole Source
III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET
THE AGENCY’S NEEDS
Under the contemplated contract, Moog will remanufacture the PTC used on the F- 15 aircraft. The Contractor will provide the disassembly, cleaning, inspection, maintenance, re-assembly, testing, and finishing required to return the end item to a like new condition. This is a supply effort. Dollar values below reflect the anticipated contract value.

IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND
OPEN COMPETITION
10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1(a) (2)(ii)
V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE
QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES
THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF
AUTHORITY)
The PTC is a subassembly of the Pitch and Roll Channel Assembly (PRCA). Moog currently supports the government through an offload contract FA8118-17-D-0008 for production of ten pitch trim controllers a year. The previous contract has helped reduce backorders by helping the shop produce serviceable PTCs that can be used on the F-15 pitch and roll channel assembly PRCA. The PTC receives and sums input from the pilot, the Control Augmentation System (CAS), and mechanical accelerators to produce an appropriate output signal to the pitch trim actuators to ensure stable, controlled flight. The PTC contains critical characteristics and, at a minimum, meets the requirements of a critical application item as defined in the Aviation Critical Safety Item Management Handbook. Special tooling and test equipment is required to meet the requirement. Serviceable PTCs are imperative to allow the government to be mission ready at all times. The government is experiencing high test failures on the PTC for organically remanufactured units, which is prohibiting the government from meeting production requirements. The failures cannot be attributed to one single root cause and are currently under investigation. Therefore this acquisition will be a follow-on contract for the continued development of a highly specialized product.
The government has the complete technical data package necessary for a competitive acquisition. With this technical data the government has been able to establish Qualification Requirements (QR) for this item that a prospective source must satisfy prior to being identified as an approved source. The establishment of QRs has been justified in writing, as required by FAR 9.202(a), on a Justification for Qualification Requirements coordinated through Small Business and Competition Advocate, approved by the Chief of Contracting Office. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source requires acquisition of the part from the approved source. An alternate source must qualify in accordance with the design control activity’s procedures, as approved by the Government engineering activity. The 423srd Supply Chain Management Squadron (SCMS) has determined as of 8 June 2019 that Moog is the only source that has met the defined QR and thus has been listed as the only source.
The 423rd SCMS believes that award to any other source would result in unacceptable delays in fulfilling the Air Force’s requirement. The Government does not expect that any other source could become qualified in time to avoid unacceptable delays. Any interested source would be required to submit a Source Approval Request (SAR) for review by the cognizant engineering authority.
Interested vendors would need to submit a SAR package demonstrating capacity to access the necessary data, independently develop maintenance/remanufacture procedures or other proof of capability. At the present time, there have been no SAR packages submitted for approval even though there are sources that indicate interest in this acquisition, discussed in Sections VI and VIII. Once a source has been identified and has submitted a SAR package it can take in excess of one year to qualify the potential source. During this time the Government must review and approve the SAR package, complete any potential site visits, and validate/verify any developed technical requirements. Delays in procurement will disrupt the availability of parts to the F-15 thereby leaving the Air Force unable to meet critical mission requirements and hampering the Air Force. If deliveries do not begin by January 2020, the 848 SCMG would be unable to provide adequate supply of PTCs to support the F-15 fleet.
Accordingly, Moog is the only source capable of providing remanufacture described in section III above without the Government experiencing unacceptable delays in fulfilling its requirements.
VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED
PRACTICABLE
A source sought synopsis was posted to the Federal Business Opportunities (FedBizOpps) website at https://www.fbo.gov for thirty days under FD2030-19- 02071 from 11 March 2019-11 April 2019. As of 11 April 2019 there were three interested vendors that showed interest (see Section X). At this point, no SAR packages have been submitted in response to the SSS. Government defined pre-award qualifications of new sources has been identified and documented on the QR.
All SAR package submissions submitted prior to contract award will be evaluated in a timely manner to ensure the highest level of competition possible.
Consideration shall be given to potential sources, prior to award. The QRs were originally synopsized on FedBizOpps 7 Jun 2017 and can be found by searching for keyword “Repair/Remanufacture Qualifications Requirements for commodity Critical Safety and Critical Application Items (RQR-848)”. The QR synopsis was updated on 3 July 2019 with responses due 3 July 2020.
In accordance with FAR 5.201, this requirement will be synopsized in FBO as a notice of proposed contract action, estimated date of September 2019.

VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND
REASONABLE
The Contracting Officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government. . IAW FAR as supplemented, the contractor will be required to submit Certified Cost or Pricing Data and/or Other Than Certified Cost or Pricing Data. A detailed cost analysis and price analysis and price analysis will be performed. The Contracting Officer may request a technical evaluation from Defense Contract Management Agency (DCMA) to aid in the evaluation of the contractor’s proposal. The Contracting Officer will seek audit assistance from the Defense Contract Audit Agency (DCAA) if necessary.
VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE
RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH
WAS NOT CONDUCTED
IAW FAR 10.002(b)(2), market research was conducted on the PTCs for the F-15 aircraft by a multifunctional team consisting of the government’s Item Manager, Equipment Specialist, Logistics Officer, and Engineer. This research was conducted using standard contract repair screening process. Additionally, market research techniques including Internet websites and databases (including Google, Thomas Register, Haystack, FedBizOpps, DSBS, SAM and FPDS) were queried for potential sources. Known approved sources have been annotated on the current CRSAW. A Sources Sought Synopsis was posted on 11 March 19 for 30 days. The market research was conducted from 23 April 19 to 23 May 19. Texas Aerospace Services, Inc, BMT Consulting and DaVinci Aerospace responded to the SSS as being interested in the acquisition. None of these sources expressing interest have submitted a SAR package or sought qualification against the requirements described in Section III. Further, these requirements can neither be modified nor be satisfied with commercial or modified commercial items.
Based on this market research, the OEM, Moog, was found to be the only qualified source able to fulfill the requirement described in Section III.
