JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
(1) Identification of the agency and the contracting activity, and specific identification of the document as a "Justification for Other Than Full and Open Competition."
This Justification and Approval (J&A) for Other Than Full and Open Competition is executed by the Strategic Acquisition Center (SAC), on behalf of the Department of Veterans Affairs (VA), Veterans Affairs Acquisition Academy (VAAA).
(2) Nature and/or description of the action being approved.
This activity proposes to negotiate a non-competitive award (sole-source) with Centeva, LLC; a Women-Owned Small Business (WOSB) for the procurement of Electronic Contract Management System (eCMS) and Integrated Financial and Acquisition Management System (iFAMS) Enterprise Training. The proposed action will be a single award Blanket Purchase Agreement (BPA) in accordance with FAR Part 13 with a five-year ordering period. Task Orders will be placed on a Firm Fixed Price (FFP) basis.
(3) A description of the supplies or services required to meet the agency’s needs (including the estimated value).
The proposed action will continue to provide training support for the VA contract writing systems, eCMS and iFAMS. All acquisition offices across VA currently use eCMS, while iFAMS deployment began in 2020 and is currently anticipated to be completed by 2030, to be rolled out across all acquisition offices in waves. VAAA delivers the iFAMS training post-deployment to users new to the system or those that may need a refresher.
VA has multiple acquisition organizations that process daily operational procurement actions for a wide range of commodities and services critical to support VA’s mission.
The Office of Acquisition and Logistics (OAL), as part of its responsibility to provide oversight and management of the development of VA’s acquisition workforce, tasked VAAA with the mission to provide training to all acquisition users in both eCMS and iFAMS (post-deployment). This drives the need to continue the existing training program for all eCMS and iFAMS acquisition components and provide robust training to include testing applications and performing real-life examples within a training environment.
The total estimated value of the proposed action is $4,285,083.95 (inclusive of the five-year ordering period).
