About this file
This document is a Justification and Approval (J&A) for Other than Full and Open Competition under FAR Part 6, issued by the U.S. Army Test Measurement Diagnostic Equipment Activity (USATA) at Redstone Arsenal, Alabama. The procurement involves thirty-seven (37) Pneumatic Test Pump Kits designed for generating high-pressure test results, with specific requirements including the ability to adjust pneumatic pressures up to 21 MPa (3000 psi) and an upright unit configuration for ease of use. The equipment will be delivered to USATA's Physical Measurement Division in Building 5435 at Fowler Road, Redstone Arsenal, and is critical to supporting the organization's mission-specific testing and measurement capabilities.
The document appears to be a formal justification for a non-competitive procurement, indicating that USATA has determined a specific need that cannot be met through standard competitive bidding processes. The control number PANRSA-25-P-0000-012345 is associated with this procurement, and the document is dated February 2025, suggesting a near-future acquisition timeline for these specialized pneumatic test pump kits.
