About this file
This is a Justification and Approval (J&A) document for a sole source procurement of FEMAP with NX Nastran software maintenance and support for the Army's Systems Readiness Directorate (SRD) at Redstone Arsenal. The document justifies a non-competitive acquisition under FAR Part 6, citing the software's unique capabilities for modeling complex products and conducting finite element analysis for Army rotorcraft and fixed wing platforms. The government plans to award a small firm-fixed-price contract purchase order in July 2025, specifically for the E601-M FEMAP with NX Nastran: Basic (Floating) item.
Market research included a CHESS ITES-SW2 Request for Information (RFI) that received no positive responses from 22 vendors, and reviews of alternative software like Abaqus and Autodesk Nastran confirmed FEMAP's superior analysis capabilities. The procurement is supported by a Section 233 Waiver from the Deputy Assistant Secretary of the Army (Research & Technology), which exempts Army Science and Technology Reinvention Laboratories from standard IT procurement processes. Previous contract history shows similar maintenance contracts were awarded in September 2022, July 2023, and is projected for July 2024, indicating a recurring annual requirement for this critical engineering software.

Justification Review Document for Other than Full and Open Competition - FAR Part 6
Program/Equipment: FEMAP with NX Nastran Software Maintenance and Support Renewal Package for Systems Readiness Directorate of DEVCOM AvMC.
Authority: 10 United States Code 3204(a)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii)(A), Substantial duplication of cost to the Government that is not expected to be recovered through competition.

Justification and Approval for Other than Full and Open Competition – FAR Part 6
1. Contracting Activity: Department of the Army, Army Contracting Command Redstone, CCAM MZB-B, Redstone Arsenal, AL 35898-5000.
2. Description of Action: The AvMC Systems Readiness Directorate requests approval to award a small contract purchase order on a firm fixed price basis. The Government projects award for this action in July 2025.
3. Description of Supplies/Services: Request is to obtain maintenance of the current FEMAP with NX Nastran software owned by the government. FEMAP w/NX Nastran software is used to model complex products, systems and processes to include Army rotorcraft and fixed wing platforms and is used to support all aviation platforms supported by the SRD.
The following items are required:
E601-M – FEMAP with NX Nastran: Basic (Floating)
4. Authority Cited: 10. U.S.C. 2304(c)(1) as implemented by FAR 6.302-1– This item is unique to only one manufacturer via limited reseller sources and no other supplies or services will satisfy agency requirements and name brand descriptions.
5. Reason for Authority Cited: FEMAP with NX Nastran software is currently in use and is essential to mission requirements of the SRD due to its unique ability to import models, conduct analysis, and export to other finite element analysis and computer aided engineering programs and consists of approximately 30 end users. The annual maintenance is required to maintain current and future operations and to ensure continued updates to the software to reduce cyber vulnerabilities while also maintaining and upgrading functional capabilities of the software. Without FEMAP and its most recent software updates, critical finite analysis of aircraft systems would take much longer to accomplish in order to ensure accurate analysis from government engineers on airworthiness evaluation of Army aircraft systems. This could have a negative monetary effect on aircraft upgrade and fielding projects and/or deteriorate relations with original equipment manufacturer (OEM) components awaiting efficient airworthiness confirmations based on SRD engineering analysis. At this time, based on cost, it is not conducive to look at replacing this software. Software replacement would entail new integration and providing new configurations and training personnel.
6. Efforts to Obtain Competition: Pursuant to paragraph (5), request for information (RFI) through CHESS was performed to determine potential vendors able to provide this maintenance. The results can be seen in paragraph (8) below.
a. Effective competition. Pursuant to FAR 5.202(a)(6), this action is required to be synopsized.
b. Subcontracting competition. Subcontracting competition is not required for this requirement.
7. Actions to Increase Competition: Other programs were evaluated that perform similar functions such as Abaqus and Autodesk Nastran. They did not offer the full array of capabilities as did FEMAP. Specifically these other applications are not able to process finite element analysis data to the level that FEMAP can, nor can they export a model to other applications for further analysis, and also neither one has the embedded NX Nastran tool that FEMAP offers.

8. Market Research: ELA and ESI were reviewed with no findings. CHESS ITES-SW2 RFI #532301 was initiated on 13 May 2025 with no positive responses received from 22 vendors by the closing date. A CHESS Statement of Nonavailability #216817019 was received 29 May 2025. GSA Advantage websites were also reviewed for possible sources for this brand with no results.
Based on the Section 233 Waiver from Deputy Assistant Secretary of the Army (Research & Technology) dated 6 March 2022 and amended 27 March 2023 Army Science and Technology Reinvention Laboratories (STRLs) are waived from the use current information technology (IT) procurement processes. Paragraph 5 of Section 233 waiver specifically waives the use of Computer Hardware, Enterprise Software and Solutions (CHESS) and ITAS.
