About this file

This is a Justification and Approval (J&A) document for a sole source procurement by the Department of the Army for software license renewals. The Army's Systems Readiness Directorate (SRD) seeks to renew maintenance and licenses for a specialized software package consisting of four tools: Cifer, Conduit, Stitch, and Riptide. The procurement involves 5 node-locked licenses each for Cifer, Conduit, and Stitch, and 1 node-locked license for Riptide, with a 12-month software support period planned for August 2025 using Fiscal Year 25 OMA funds.

The software was originally developed through a joint research project with San Jose State University Research Foundation and is critical to supporting the Army's Future Vertical Lift (FVL) program. Market research confirmed that this software is uniquely capable of generating algorithms, models, and simulations for aeronautical and military performance specifications, with no comparable alternative identified. The sole source justification is based on the software's specialized capabilities, with the government unable to find equivalent tools through competitive research. The procurement will be made directly from San Jose State University Research Foundation, a small business, under a firm fixed-price purchase order.

Justification and Approval for Other than Full and Open Competition – FAR Part 6

1. Contracting Activity: Department of the Army, Army Contracting Command Redstone, CCAM MZB-B, Redstone Arsenal, AL 35898-5000.

2. Description of Action: The AvMC SRD requests approval to award a small contract purchase order on a firm fixed price basis. The Government projects award for this action in August 2025. Fiscal Year 25 OMA funds will be used.

3. Description of Supplies/Services: Request is to obtain maintenance of the current Integrated Flight Control and Handling Qualities Analysis Software Package owned by the government, while also adding a new software licenses to expand usage capability.

This is a software package consists of the specific software tools Cifer, Conduit, Stitch, and Riptide. This software toolset is used to generate algorithms, models and simulations, and data analysis modal analysis used to support all aviation platforms supported by the SRD.

The following items are required:

Qty 5 – Cifer node-locked license – license support renewal

Qty 5 – Conduit node-locked license - license support renewal

Qty 1 – Riptide node-locked – license support renewal

Qty 5 – Stitch node-locked – license support renewal

The estimated total contract value for 12 months of software support is

4. Authority Cited: This justification meets the requirements of FAR 6.302-1(a)(2) – This item is available from only one responsible source and no other type of supply will satisfy agency requirements.

5. Reason for Authority Cited: Integrated Flight Control and Handling Qualities Analysis Software Package has been in continuous use for the past several years. This software is unique and essential to mission requirements of the SRD due to its ability to generate algorithms for models and simulations while providing data analysis pertaining to aeronautical and military performance specifications. This software was developed as a joint research project with San Jose State University Research Foundation. As such the renewal and upgrade (critical for cyber security and maintenance) will ensure that the software is current. There is no other product set like it that provides the critical capabilities that it provides so software replacement is not an option. This software is

critical to supporting the Army modernization effort as it relates to the Future Vertical Lift (FVL) program.

6. Efforts to Obtain Competition: Efforts to Obtain Competition: This software was originally a joint development between the government and the scientific research community. Software support is provided through the San Jose State University Research Foundation exclusively and requires a purchase order from the government for current software support and maintenance. With the conclusion of the most recent market research for Integrated Flight Control and Handling Qualities Analysis Software Package consisting of CIFER, CONDUIT, RIPTIDE, and STITCH tools is available open source only from the San Jose State University Research Foundation. No other software products were found to meet the unique capabilities provided by this unique toolset and no other source for the software was identified. MathWorks was reviewed as an alternate toolset, however, was found to not be sufficient due to the lack of specific aircraft handling qualities calculations and interfaces needed to perform the evaluations.

This the reason for the joint government and academia creation of this toolset.

7. Actions to Increase Competition: In the future, any new developments in this technology area will be evaluated to determine whether the requirement can be procured under full and open competition.

8. Market Research: Enterprise License Agreements and Enterprise Software Initiatives were reviewed with no findings. CHESS ITES-SW2 RFI #531623 was initiated on 7 May 2025 with no positive responses received from 22 vendors by the closing date. A CHESS Statement of Nonavailability #216816803 was received 20 May 2025. GSA Advantage websites were also reviewed for possible sources for this brand with no results. There are no resellers for this product.

Based on the Section 233 Waiver from Deputy Assistant Secretary of the Army (Research & Technology) dated 6 March 2022 and amended 27 March 2023 Army Science and Technology Reinvention Laboratories (STRLs) are waived from the use current information technology (IT) procurement processes. Paragraph 5 of Section 233 waiver specifically waives the use of Computer Hardware, Enterprise Software and Solutions (CHESS) and ITAS.
