About this file

This document is a Justification Review Document for a Sole Source contract for wireless mobility services for the 2nd Theater Signal Brigade (2TSB) in Italy. The contract will provide wireless services for 2,745 users, including 2,745 SIMs, 36x Unlimited Voice & Text with Data (100GB), 2,209x Unlimited Voice & Text with Data (20GB), and 500x Data Only (20GB) for a total amount of 452,461.80 EUR / 489,200.78 USD. The base period of performance is 13 April 2025 – 12 April 2026 (12 months).

The sole source justification stems from recent complex wireless service migration challenges, including a SIM transition completed on 31 January 2025 that encountered unforeseen issues. The government intends to award a bridge contract to the incumbent contractor to maintain uninterrupted service while working on future competitive solutions. The 409th Contracting Support Brigade will oversee the contract, funded through Operations & Maintenance, Army (OMA) funds. The document outlines plans for enhanced line tracking, vendor check-ins, and a phase-in period for future contracts, with the ultimate goal of pursuing a competitive re-compete effort in the future.

cannot be used for this requirement. The Government intends to solicit the re-compete effort competitively through local sources. This justification will be posted in accordance with the requirements of FAR Part 5.201 and 6.305.

a. Effective competition. The Government intends to award a new Purchase

Order to the incumbent Contractor as a means of maintaining performance of the required services, while the competitive follow-on effort is pursued and awarded.

b. Subcontracting competition. n/a

7. Actions to Increase Competition: No additional actions are being taken to increase competition for the follow-on contract, though the re-compete is anticipated to garner adequate interest for sufficient competition. Historically, there has been sufficient competition for these services. However, as discussed above, with the exception of the incumbent contractor, no other firms are in a position to begin the full range of performance by 12 April 2025 in the current timeline of procuring the follow-on effort.

8. Market Research: Market research has been ongoing since the inception of this requirement and continuing during the drafting of this document, conducted by both the requiring activity and contracting office. The contracting office has four wireless services BPAs in place and previous Call Orders issued against those BPAs resulted from competition amongst all four BPA Holders. The Requiring Activity and Contracting Officer will review other available sources, on SAM and through PCF, to develop solutions for future competition of this requirement.

9. Interested Sources: No contractors other than the current service provider and current BPA awardees have expressed direct interest in this procurement. As described above, the other contractors available under the current BPA program do not have the capacity to provide the services given the timeline, mission requirements, and need for uninterrupted service. These contractors would need the time to transition the lines, a process that previously took 16 months to complete, as discussed in paragraph 5 above.
