About this file
This document is an Addendum to Justification for Other Than Full and Open Competition for the Department of Veterans Affairs (VA) Strategic Acquisition Center regarding contract 36C10G25C0011 for Ambient Scribe Abridge software. The modification expands the contract to provide enterprise-wide access to clinician software, increasing the total contract value from $5,369,500 to $14,984,720.00. Key changes include: no additional cost per site for expansion, an increase in individual user license months with volume-based price discounts, and a reduction of the performance period from 18 to 12 months. DEPARTMENT OF VETERANS AFFAIRS
Office of Procurement, Acquisition and Logistics (OPAL)
Strategic Acquisition Center (SAC) 10300 Spotsylvania Ave, Suite 400
Fredericksburg, VA 22408
ADDENDUM TO JUSTIFICATION FOR OTHER THAN FULL AND OPEN
COMPETITION
1. Request for Amended J&A:
Acquisition Services 5A is seeking to modify the previously approved Justification and Approval (J&A) from FAR 13.106(b)(1)(i) in accordance with (IAW) 41 U.S.C. 1901 and 41 U.S.C. 3304(e) to FAR 6.103-1 IAW 41 U.S.C. 3304(a)(1), this justification documents the circumstances of the contract action that deem only one responsible source and no other supplies or services will satisfy agency requirements for contract 36C10G25C0011 Ambient Scribe Abridge.
2. Rational for modification:
After the award of the pilot, estimated licenses and site roll outs included under the contract were not enough to provide the necessary dispensation of access to the software to clinician’s enterprise wide. The program office was notified by the office of the Secretary to expedite the pilot program and testing. Therefore, this contract has been expanded to align with the Secretary’s priorities. The period of performance is reduced from 18-months to 12-months due to usage estimates made according to program office calculations of user months. Rationale being that given more licenses can be used in a shorter period, the length of the contract can be shortened (more licenses = less time for full implementation). The increase is to provide expanded access enterprise-wide for clinician software use and evaluation in real-world healthcare situations, as well as fulfill a Secretary of VA urgent priority.
3. Summary of Changes:
The contract will be updated to reflect the following:
a.
There will be no cost per site for further expansion as the contractor offers a discounted rate for site customization as user licenses increase.
b. Ambient Scribe Individual User License months increased from to and decreased the unit price from due to volume price discounts.
c. The period of performance is reduced from 18-months to 12-months due to usage estimates made according to program office calculations of user months.
