About this file
This document is a FAR Part 13 Simplified Acquisition Justification and Approval for a sole source bridge contract for Army Training Models Support Services. The contract is with Technical and Project Engineering, LLC (TAPE) for a seven and a half month period, using Fiscal Year 2025 Operation and Maintenance Army funds, with an anticipated award in January/February 2025. The services support the Army Training Directorate, including the Army National Guard Bureau, Office of the Chief of Army Reserves, Office of the Secretary of Defense, and Major Army Commands.
The primary services include technical support for critical training resource models such as the Training Resource Model Information System (TRMIS), Training Resource Model (TRM), Battalion Level Training Model (BLTM), Man-Day Model (MRM), and Aviation Training Resource Model (ATRM). The bridge contract is necessary to prevent service interruption while the government develops a competitive follow-on contract, with the intent to maintain uninterrupted support for collective and institutional training requirements, budget preparation, and strategic military readiness. The government is actively pursuing a competitive recompete and has conducted market research, including a Sources Sought Notice posted from 23 Oct 2024 to 08 Nov 2024.

Contractor: Technical and Project Engineering, LLC (TAPE) Supply/Service: Army Training Models Support Services
Est Dollar Value:
FAR PART 13 SIMPLIFIED ACQUISITION JUSTIFICATION AND APPROVAL FOR
OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity: Army Contracting Command - Aberdeen Proving Ground (ACC- APG), Aberdeen Division D, 6515 Integrity Court - Bldg. 4310, Aberdeen Proving Ground, Maryland 21005-3013
2. Description of Action: ACC-APG, Headquarters Department of the Army (HQDA) Deputy Chief of Staff Operations, Directorate for Training Operations Military Education and Training (G-3/5/7), DAMO-TR and includes support requirements for the Army National Guard Bureau, the Office of the Chief of Army Reserves, OSD, and Major Army Commands (MACOMs) request approval for a seven and a half months (7.5) bridge follow-on Firm Fixed-Price sole source standalone contract or order with the current contractor, Technical and Project Engineering, LLC (TAPE). Fiscal Year 2025 Operation and Maintenance (O&M) Army funds will be used, and the award is projected for January/February 2025.
This action is to ensure continuation of ATM services while the Government completes the follow-on acquisition. ACC-APG is actively pursuing a competitive follow-on contract for these requirements. However, due to the evolution of DoD guidance and subsequent requirements updates, the solicitation has been delayed. This proposed bridge award will allow ACC-APG to solicit and award the follow-on contract without disruption of services. The existing task order number was executed under ACC-Division D and expires
3. Description of Supplies/Services: The ATM contract includes onsite and offsite non-personal, technical support services in support of Training Directorate and includes support requirements for the Army National Guard Bureau, the Office of the Chief of Army Reserves, Office of the Secretary of Defense (OSD), and Major Army Commands (MACOMs). This contract provides operation and maintenance services for:
1) The Training Resource Model Information System (TRMIS) is the user interface by which stakeholders access information produced by the ATM, planning factors, ATM inputs, and training execution data used to validate the models.
2) The Training Resource Model (TRM) determines the resource requirements needed for operational units to perform their collective training and operations. Sub-applications of TRM include, but are not limited to:
a. The Battalion Level Training Model (BLTM) which defines activities performed by individual unit types, organizations, or entities;
b. The Man-Day Model (MRM) which defines training days required above the statutory 39 days a year for the reserve component; and
c. The Aviation Training Resource Model (ATRM) determines the resource requirements needed for aviation units to perform their training and operations.
competitive short-term contract at this time would itself take several months, likely resulting in a break in service, which poses unacceptable risk to the HQDA G-3/5/7 Training Directorate mission. It would also be a duplication of effort and counterintuitive, since as noted above, the Government is actively working to execute a competitive follow-on contract for the ATM requirements. Additionally, award of a short-term contract to a vendor other than the incumbent would incur the same transition period and would result in a lack of stability to the mission.
It is critical to ensure uninterrupted ATM services that support roughly twenty dollars in Collective and Institutional training requirements. Additionally, the training models provide data that is used to respond to Senior Leader and Congressional requests for information.
A break in ATM services would lead to unrecoverable costs and significant decrease in Army readiness for strategic competition against near-peer threats.
The development of the ATM follow-on contract has encountered several delays including over to complete reviewing received from the RS3 contractors, GSA contractors, and SAM.gov post, another main delay is because of changes in the Performance Work Statement (PWS) due to add additional CMEs and Regionalize Army Readiness and Modernization Model (ReARMM) language and then obtain another legal review.
The TAPE staff is knowledgeable and trained in the usage of applications necessary for the total delivery of ATM.
This proposed bridge action will ensure uninterrupted critical ATM services, as well as provide sufficient time for development of requirements documentation, acquisition strategy, required extend services as outlined above. If the contract is not extended, and a lapse of service occurs, HQDA G3/5/7 DAMO-TR will not have the resources and capabilities to prepare budget documentation before the deadline for submission of the FY26/27 Program Objective Memorandum (POM). This lapse will result in reduced or eliminated program development and inadequate defense of over
The Army will then not meet OSD directed submission dates for the FY 25 Budget Estimate Submission (BES) with all required exhibits due to OSD in . The Army will not be able to defend the BES submission during Program Review and will lose Obligation Authority (funding) to other Services (a process that takes place between and
). The Army’s statutory requirement to submit a budget will not meet the levels of fidelity required by the Appropriations Committees to defend the resources. As a result, the Army will not have sufficient training funds to resource the U.S. Army Training and Doctrine Command (TRADOC) to support the initial training load and meet Title 10 statutory requirements for Soldiers to deploy OCONUS throughout FY 25. The Army will not have the resources to be able to train forces to deploy to meet the National Command Authority and Combatant Commanders needs. The Army will not properly resource the Active, Guard, and reserve operating forces to train to engage in the current warfighter or in future decisive additional seven and a half months to allow services to continue without interruption.
6. Efforts to Obtain Competition: ACC-APG Division D shall publish the notices required by
FAR 5.201.
a. Effective Competition: Because this is a sole source action, effective competition is not applicable.
b. Subcontracting Competition: The contract will contain FAR Clause 52.244-5, Competition in Subcontracting, which states that the contractor shall select subcontractors on a competitive basis to the maximum extent practicable.
7. Actions to Increase Competition: This action will provide the time required to award a follow-on contract. The objective of the follow-on requirement is to maximize competition and small business participation among capable, responsible vendors. ACC-APG is currently conducting a fair opportunity competition for the long-term follow-on contract of these services.
It is the Government’s intent to meet an award date .
8. Market Research: The Government has used a variety of methods to conduct market research for both the follow-on contract and the proposed bridge action over the course 2024, with a final follow-on market research report from 29 November 2024. A Sources Sought Notice (SSN), W91CRB-25-R-0006 was posted form 23 Oct 2024 until 08 Nov 2024 for the requirement to the U.S. General Services Administration (GSA.gov), System for Award
