About this file
This document is a Justification for Limited Source Justification (LSJ) under Federal Acquisition Regulation (FAR) 8.4 and GSAR Subpart 538.7104-3(b)(iii) for a sole source bridge contract award.
The Department of War's Washington Headquarters Services Acquisition Directorate seeks to award a sole source bridge task order to PM2 Strategies for Professional and Technical Support services under GSA contract GS-03F-041GA. The current task order (47QFLA21F0099) expires May 5, 2026, and the government intends to bridge services while a competitive long-term follow-on contract is being developed. The bridge contract is structured as a hybrid Firm-Fixed Price/Time & Material task order for $881,792.16, with a performance period from May 6, 2026, to August 5, 2026 (4 months), plus a one-month option period through September 5, 2026. Services include non-personal support with technical, professional, administrative, management, policy, and operational capabilities supporting the Office of the Undersecretary of War for Research and Engineering (OUSW(R&E)) and affiliated organizations including the Manufacturing Innovation Institute, Joint Additive Manufacturing Working Group, and Joint Defense Manufacturing Council. The government conducted market research through a Notice of Intent posted on SAM.gov on March 18, 2026, which closed April 3, 2026, with no competing responses received. PM2 Strategies' exceptional past performance on the current contract and fair and reasonable pricing justify the sole source award. The government estimates substantial duplication costs ($154,475) and transition delays (45-90 days) if services were awarded to an alternative contractor, including onboarding, training, and knowledge transfer expenses. WHS/AD is actively pursuing a competitive source selection for a long-term follow-on contract anticipated to be awarded in the second quarter of Fiscal Year 2026.
