DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C244-20-AP-3778
1. Contracting Activity: Department of Veterans Affairs, VISN 04, VA Pittsburgh Healthcare System, 2237# 646-20-3-233-0004
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The VA Pittsburgh Healthcare system requires the urgent purchase of five Haag-Streit BQ900 Slit-lamps with T900 tonometers. Two are for the Washington CBOC and three are for the University Drive Campus, VAPHS. These lamps are the primary tool used by optometrists and opthalmologists to examine, identify and diagnose pathologies.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The eye lamps are needed urgently in accordance with FAR 6.302-2, Unusual and Compelling Urgency. The opening of the Washington CBOC Eye Clinic is currently on hold due to the need for this equipment, as the Optometrist and LPN on staff are unable to provide complete patient care services. The lamps are needed urgently at the University Drive campus to replace existing, older model units that are malfunctioning and beyond repair, and to keep up with current patient demand. Without the units, staff are unable to provided needed patient care to Veteran patients.
The estimated value of the acquisition is $ 93,704.55.
4. Description of market research conducted and results or statement why it was not conducted:
Due to the urgent nature of the requirement, market research was not conducted beyond obtaining a quote directly from Haag-Streit, a small business manufacturer. In the future, should acquisition circumstances allow, competition will be sought to the maximum extent practicable.
