About this file

This is a Justification for an Exception to Fair Opportunity (JEFO) document for a sole source task order award by the U.S. Department of Health and Human Services (HHS), specifically the Administration for Strategic Preparedness and Response (ASPR), Center for the Industrial Base Management and Supply Chain (IBMSC). The contracting activity is the Office of Mission Acquisition Solutions (OMAS).

The action involves issuing a bridge task order to Bryce Space and Technology, LLC under the existing GSA OASIS+ IDIQ contract (No. 47QRCA25DS150). The bridge task order provides professional staffing support for nine (9) full-time equivalents (FTEs) to deliver specialized programmatic, scientific, and administrative oversight across five critical domains: OEIT, OSCO, OTD, ODPA-ERA, and OCME. Services include project management, program and operations support, cost/pricing and budget support, and scientific/technical support for active IBMSC efforts. The scope encompasses technical management of $1.2 billion in supplemental funding actions under Executive Order 14017, supply chain surveillance for ASPR Regions 1-10, and coordination of the Joint Supply Chain Working Group. The required labor mix consists of Program Managers, Junior Management Analysts, Senior Business Associate IIs, Junior Project Managers, and Science Consultants. The period of performance runs for three months (March 30 to June 30, 2026) as the base period with one three-month option period. Pricing is on a Time and Materials (T&M) basis. The exception to fair opportunity is justified under RFO 16.507-6(b)(1) due to urgent agency needs that would result in unacceptable delays if fair opportunity procedures were followed. The incumbent task order (75A50424F64005) expired on March 30, 2026, creating an immediate mission-critical gap; Bryce Space and Technology, LLC is the only source capable of providing Day-1 continuity without a mission-critical break in service. The Contracting Officer has determined the anticipated cost is fair and reasonable based on comparison to competitive market rates under the GSA OASIS+ vehicle. OPDIV Competition Advocate approval is documented, and HCA approval is required as the total estimated ceiling value exceeds $13.5 million but does not exceed $68 million.

4. Identi cation of the exception to fair opportunity and the supporting rationale.

The agency’s need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays. RFO 16.507-6(b)(1)

It is necessary to place an order to satisfy a minimum guarantee. RFO 16.507-6(b)(4)
