About this file

This is a Justification and Approval for Other Than Full and Open Competition document submitted by the Department of Homeland Security's Federal Law Enforcement Training Centers (FLETC) Procurement Division. FLETC Artesia seeks to procure assessment, routine maintenance, and repair services for existing firearms targeting systems on a sole source basis from Action Target, located at 3411 Mountain Vista Parkway, Provo, UT 84606. The contract is a Firm Fixed Price award funded through Fiscal Year 2026 under Object Class 3 (Artesia Firearms Ranges), with solicitation number 70LART26QPFB00039. The base year is 12 months in duration, though specific pricing and period end dates are redacted in the document.

The justification invokes 41 U.S.C. 3304(a)(1) under the "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" authority. Action Target is identified as the sole manufacturer, distributor, and installer of the shooting range equipment currently in use at Artesia, NM and other FLETC training delivery points, holding all proprietary rights on the equipment and installation. Market research via internet search confirmed Action Target as the only viable source. No other firms expressed written interest in the acquisition due to the manufacturer's proprietary protections. The Contracting Officer will evaluate pricing for fair and reasonableness based on consistency with commercial vendor pricing. A SAM.gov notice will be publicized to document competition efforts.
