About this file

This is a Justification & Approval (J&A) document from the Naval Air Warfare Center Aircraft Division (NAWC-AD) Lakehurst authorizing a brand-specific limited competition for Eggplant Test Software Suites (P/N: EG1020B) and Eggplant Digital Automation Intelligence DAI Onprem Cloud Software Suites (P/N: EG1020A). The procurement will support the Aviation Data Management and Control System (ADMACS) program used on U.S. Navy carriers.

The J&A covers a 5-year contract period from FY2025-2029 with a total estimated value of $500,000 funded through O&M,N appropriations. The justification cites 10 U.S.C. 3204(a)(1) for other than full and open competition, as only Eggplant authorized resellers can provide the required support. Using different software would require reworking existing test scripts and re-validation, resulting in approximately $1.8 million in duplicative costs. Market research identified five authorized distributors for the Eggplant software. The requirement follows a previous limited competition J&A under contract N68335-20-C-0352. Future market research will be conducted in FY29 to determine if additional sources become available.

DEPARTMENT OF THE NAVY

NAVAL AIR WARFARE CENTER AIRCRAFT

DIVISION LAKEHURST ROUTE 547

JOINT BASE MDL NEW JERSEY 08733

J&A Number: 25-0069

1. Contracting Activity.

Naval Air Warfare Center Aircraft Division (NAWC-AD) Lakehurst, NJ.

2. Description of the Action Being Approved.

This Justification and Approval (J&A) authorizes and approves a brand specific limited competition for the procurement of Eggplant Test Software Suites (Part Number: EG1020B) and Eggplant Digital Automation Intelligence DAI Onprem Cloud Software Suites (Part Number:

EG1020A), which will be utilized by the Aviation Data Management and Control System (ADMACS) program.

3. Description of Supplies/Services.

The Eggplant Software Suites are commercial software licenses and will be used to automate testing, reduce workload and increase accuracy of the software used on ADMACS in support of United States Navy (USN) carriers. The Eggplant Software Suites will provide extensive coverage, and improve the quality assurance process.

The table below reflects the estimated value to acquire the Eggplant Test Software Suites (Part Number: EG1020B) and Eggplant DAI Onprem Cloud Software Suites (Part Number:

EG1020A) during a five (5) year contract that includes option periods, from fiscal year (FY) 2025 to FY 2029. The total estimated value of this procurement is $500,000.00. NAWC-AD Lakehurst, NJ intends to fund these service efforts using FY 2025-FY 2029 Operation and Maintenance, Navy (O&M,N) appropriations, as delineated in table below.

4. Statutory Authority Permitting Other Than Full and Open Competition.

10 U.S.C. 3204(a)(1), Only a limited number of responsible sources and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority.

In accordance with Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(A), the Government has deemed the requirements listed above to be available only through a limited competition between the resellers of the Original Equipment Manufacturer (OEM) Keysight Technologies, Inc. Award to any other source would result in substantial duplication of cost to the Government in the amount of approximately 1.8 million dollars.

The ADMACS program previously procured the Eggplant brand name software utilizing a Limited Competition J&A on contract number N68335-20-C-0352 and it was solicited on the Unison Marketplace. The software is to be used for automated testing, to reduce workload and increase accuracy of the software used on ADMACS aboard USN carriers. The ADMACS team has developed scripts specific to the Eggplant software to run automated testing on the approved ADMACS Block II baseline. If the Government used a different software other than Eggplant, the scripts created would have to be reworked and re-validated to confirm the new automated test software will work with the ADMACS system, causing increased labor and funding. There is ongoing testing currently occurring and if the Government changed to a different software, testing would have to restart, which would cause system updates to miss current ship avail dates and hinder the fleet to perform their mission. Only Eggplant software is authorized to provide the annual support for the servers. Substitution of the Part Number or services is not acceptable due to the fact that the network design, mechanical design, and testing are dependent on this specific Part Number and support needed. No other sources were found to be able to provide the support needed for the Eggplant software, other than the Eggplant, authorized resellers.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

In accordance with FAR Part 10, market research was conducted in October 2024 to determine whether any other vendor products could meet the requirements of the Navy, and it has been determined at this time that the only sources able to supply the Navy’s requirements are the Eggplant authorized distributors. The Government will be using a combined synopsis/solicitation and following commercial procedures for this requirement in accordance with FAR 13.5. Only Eggplant authorized resellers have the ability to provide annual software and maintenance support for the Eggplant assets previously procured by the Navy. At this time, there are five (5) authorized distributors identified for the Eggplant Test Software Suites (Part Number: EG1020B) and Eggplant Digital Automation Intelligence DAI Onprem Cloud Software Suites (Part Number: EG1020A). No other sources are available to procure the Eggplant brand-name support needed for the Navy, and no other sources have expressed interest in this procurement.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

This requirement will need to be procured again after the completion of this current procurement in FY29 to provide support for existing and additional CVNs equipped with the ADMACS system at that time. Market research will be performed to determine whether another source has become available to meet Government needs. If another potential source emerges, NAWC-AD will assess whether competition for future requirements is feasible.
