SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. WHEN THE CUSTOMER DESCRIBES AN ITEM OR SERVICE, WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE DETERMINATION MUST EXPLAIN WHY THE ITEM OR SERVICE PROVIDER IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT'S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. THIS FORM MAY BE USED IN LIEU OF THE DETERMINATION DESCRIBED IN FAR 13.106. THE CUSTOMER SHALL

PROVIDE THE FOLLOWING INFORMATION:

Integrated Training Facility E2-D Server Spares

4. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:

This is a BRAND NAME SPECIFIC procurement for FY22 Integrated Training Facility (ITF) E2-D Server Spares procurement.

The Government requires the use of specific equipment which is outlined in supporting document ITF IOC/E2-D Server Initial Spares. These items serve as initial spare components for the delivery and sustainment of the E2-D training devices to support training starting in March 2023.

Due to the security environment, these specific items have been officially approved by the Authorizing Official (AO) and Physical Security Officer (PSO) to be allowed within the environment to support operational training.

5. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR

SERVICES CAN BE USED:

The selection of spare units are based on a final Government training system design and approved for this security environment. These components are compatible with the E-2 devices that will be delivered to the Integrated Training Facility at NAS Fallon, NV. The required items were used in the final system design after extensive market research for compatible training system specifications. These servers are end of life summer of 2022. Government engineering cannot ensure that the replacement next generation of severs will be a form fit function compatibility for the fielded units. These are COMMERCIAL parts that have been confirmed to meet the sustainability requirement for the life span of the system. Based on the research and training system requirements there is NO SUBSTITUTION of the make and model of the servers.

Therefore, the spares are required to use the same item (i.e., Brand and Part number) as the training system, to include the required quantities identified in the spares list. There are no similar spare parts or alternate parts available that can be used without negatively impacting the trainer's functionality based on the form, fit, and function for proper system operation and sustainment of the training system.

6. EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT MORE THEN ONE

SOURCE HAS NOT BEEN DEVELOPED:

This procurement is brand name specific to Dell Inc. The Government has determined only brand name specific items and quantities identified in the spares list to acquire met the form and function. The Dell R740 has provided the functionality to operate effectively and efficiently into the current design of the E-2D training systems through previous testing and historical procurements. Additionally, the specific items (i.e, make, model, and part number) are approved and put into the Approved Usage Inventory Database prior to entering the facility. Deviation from the specific vendor and specific items will be prevented from entering into secured operational environment, possible down time of the operational availability of training devices and additional program costs (possible redesign, configuration changes, and testing) if specific items are not procured through said vendor.

7. PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO

COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED:

As the ITF system continues to utilize these approved specific items identified in the spares list (required items approved for system accreditation), the program will maintain the sole source requirement in order to maintain compatibility, form, fit and function of the system. The spares are critical to maintain system operation for the Fleet. The IPT will also work with the customer to determine whether it is possible to remove and/or reduce the sole source requirement for possible future competitive acquisitions.
