About this file
This document is a Justification and Approval (J&A) for Other than Full and Open Competition for a sole source procurement by the U.S. Army Contracting Command-Redstone. The U.S. Army DEVCOM AvMC Systems Readiness Directorate (SRD) is seeking to acquire a Checkpoint Compute Rack with Software (Part Number PTEC-CP-CRSW) as a commercial off-the-shelf item for lab testing of Health Usage and Monitoring Systems (HUMS) hardware and sensors. The procurement is justified under FAR 6.302-1(a)(1) as the item is available from only one responsible source, specifically PeopleTec, who has built the test station to support the Special Operations Division.
Market research was conducted through multiple channels, including RFI and RFQ submissions via U.S. Army CHESS ITES-SW2, with negative results from 23 vendors. A CHESS Statement of Nonavailability was received. The government plans to award a firm fixed-price contract in fiscal year 2025, with future intentions to evaluate competitive procurement options as technology develops. The test station is critical for verifying software and equipment readiness for on-aircraft testing, and no other vendors were found to meet the specific technical requirements, including alternative vendors like Honeywell Aerospace whose test stations were deemed to have low reliability.

Justification and Approval for Other than Full and Open Competition – FAR Part 6
1. Contracting Activity: U.S. Army Contracting Command-Redstone (CCAM-MZB-B, Modernization Directorate), Redstone Arsenal, AL 35898-5000
2. The DEVCOM AvMC Systems Readiness Directorate (SRD) requests approval to award a purchase order via a new firm fixed price contract. The Government projects award for this action in FY25.
3. Description of Supplies/Services: Request acquisition of the following commercial-off-the-shelf software suite support as a supply item: Checkpoint Compute Rack with Software – PN: PTEC-CP-CRSW – Qty 1
Amount:
4. Authority Cited: This justification meets the requirements of FAR 6.302-1(a)(1) – This item is available from only one responsible source and no other type of supply will satisfy agency requirements.
5. Reason for Authority Cited: Checkpoint Compute Rack with Software is part of the Checkpoint HUMS Test Station which is being acquired incrementally to meet our lab requirements as funding becomes available. Equipment is used to test new HUMS (Health Usage and Monitoring Systems) hardware and sensors (next generation DSC – Digital Source Collectors). The lab testing is used to verify software, or equipment is ready for on-aircraft testing.
6. Efforts to Obtain Competition: Honeywell Aerospace has similar test stations;
however, they have low reliability, and their HUMs department is currently under acquisition by a new vendor.
7. Actions to Increase Competition: In the future, any new developments in this technology area will be evaluated to determine whether the requirement can be procured under full and open competition.
8. Market Research: PeopleTec is an approved government resellers list and supports U.S. Army Aviation and other commercial aviation industries. PeopleTec SMEs are additionally experienced with all types of the U.S. Army HUMs DSCs and have built the requested test station to Support Special Operations Division. DoD ELA, ESI, and GSA were researched with negative results. Submitted RFI #522811 (2/12/2025) and RFQ #524888 (3/4/2025) through U.S. Army Computer Hardware Enterprise Software and Solutions (CHESS) ITES-SW2 with negative results from 23 vendors. A CHESS Statement of Nonavailability #216815254 was received.
