About this file
This is a Department of Veterans Affairs Decision Document for Restricting Competition under FAR 12.102(a) for a simplified acquisition below the Simplified Acquisition Threshold.
The Richard L. Roudebush VA Medical Center is procuring repair services for a Blood Bank Walk-In Cooler with an estimated value of $18,786.00. The scope of work includes all labor, transportation, parts, test equipment, tools, and expertise necessary to complete the repairs. The contracting activity is Network Contracting Office (NCO) 10 located in Cincinnati, Ohio. The contracting officer has justified restricting competition to a single source, Lamb Mechanical, based on the urgent and critical nature of the requirement, with Lamb Mechanical being prepared to complete repairs immediately upon order issuance. Market research was conducted using the Small Business Administration's Small Business Search with NAICS code 811310, which identified 1,300 SBA-certified SDVOSB or VOSB small businesses; however, additional market research was not completed due to the urgent nature of the requirement. The purchase was approved and certified by Contracting Officer Luke A. Turner on March 27, 2026.
