About this file

This document is a Single Source Justification form for a simplified acquisition procedure at the Department of Veterans Affairs. The Cincinnati Network Contracting Office (NCO 10) requires an emergency repair and restoration of controls for Air Handling Units (AHUs) 4 and 5 at the RLRVAMC, with an estimated procurement value of $75,047.24. The urgent repair is necessitated by a combined steam leak and sprinkler discharge that damaged control systems for critical hospital areas including the Emergency Department, Medical Intensive Care Unit, and Surgical Intensive Care Unit.

The justification indicates that a contractor already on-site with an active maintenance contract will be directly contacted due to the emergent nature of the repair. The existing control system is Johnson Controls Metasys-based, requiring restoration to its previous operational state. The contract was subsequently awarded to Johnson Controls, Inc. on March 12, 2025, for the full estimated amount of $75,047.24. Market research was not conducted due to the urgent need, and the contracting officer certified the procurement in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b).

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

Acquisition Plan Action ID: 36C250-25-AP-2322

1. Contracting Activity:

Network Contracting Office (NCO) 10

260 East University Avenue

Second Floor, Suite 100

Cincinnati, Ohio 45219-2637

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The RLRVAMC has an emergent need for a Contractor to repair and restor all controls of the AHU 4

& 5, provide in-person and remore-control on Air Handles 4 & 5 which may include but is not limited to controls panels, sensors, actuators, automativ control valves, meters, computer hardward/softward, programming, graphics, owner training, etc. Due to a combined steam leak & associated sprinkler discharge, damaged controls associated with both AHU’s resulting in loss of access and control via the VA network. Loss of operation to AHUs 4 & 5 directly impacts patient care and safety as these units serve mission critical areas such as the Emergency Department, Medical Intensive Care Unit, and Surgical Intensive Care Unit. The existing control system is based in Johnson Controls Metasys, so it is imperative that the system is restored to its previous state, ensuring that overall HVAC control is maintained, and VA operations may continue. The estimate for this procurement is $75,047.24.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Due to the emergent need of this repair, a contractor already on site and working another project will be contacted for pricing. They currently hold an active maintenance contract for this site. They are interested, have the man power. The Contracting Officer does have a reasonable expectation that fair and reasonable pricing can be achieved.

4. Description of market research conducted and results or statement why it was not conducted:

Market Research was not conducted due to the urgent need of this contract.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
