About this file
This document is a Single Source Justification (J&A) for a simplified acquisition procedure at the Department of Veterans Affairs. The VA Network Contracting Office (NCO) 10 requires an emergency repair of damaged concrete and flooring in the entrance way of the Richard L. Roudebush VA Medical Center (RLRVAMC) in Cincinnati, Ohio. The critical repair involves replacing delaminated concrete that is currently blocking building egress and patient parking garage access, with only one functioning elevator remaining.
The procurement is valued at $25,363.57 and will be awarded to ARMCORP CONSTRUCTION INC, a Service-Disabled Veteran-Owned Small Business (SDVOSB) already on-site performing another project. Due to the urgent nature of the repair, market research was not conducted. The contract (Solicitation Number: 36C25025Q0200) was awarded on 2025-03-07 for $27,850, with the justification citing the contractor's immediate availability, existing site presence, and capacity to complete the emergency infrastructure repair quickly.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Revision: 01 Effective Date: 11/15/2024 Page 1 of 1 Acquisition ID#:
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1
For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C250-25-AP-1459
1. Contracting Activity:
Network Contracting Office (NCO) 10
260 East University Avenue
Second Floor, Suite 100
Cincinnati, Ohio 45219-2637
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The RLRVAMC has an emergent need for a Contractor to remove and replace damaged and delaminated concrete and flooring in the entrance way of the medical facility that is currently blocking egrees from the building and access to the building from the patient parking garage. Due to this concrete damage we currently have only one accessible elevator that allows patients to enter the medical facility. If the elevator fails patients we will not have access to the Medical facility from the patient parking garage which will cause the parking garage to be shutdown and over 300 parkings spaces will be lost. The facilitly cannot support that many parking spaces being lost as parking is limited and the nearest large parking lot is over 300’ away and not ABAAS accessible. The estimate for this procurement is $25,363.57.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Due to the emergent need of this repair, a contractor already on site and working another project will be contacted for pricing. They are currently working on a much more complex project for the site.
They are interested, have the man power and are also a SDVOSB concern. The Contracting Officer does have a reasonable expectation that fair and reasonable pricing can be achieved.
4. Description of market research conducted and results or statement why it was not conducted:
Market Research was not conducted due to the urgent need of this contract.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
