About this file

This is a Justification and Approval (J&A) document for a non-competitive bridge contract action issued by the Naval Research Laboratory (NRL).

The NRL is extending Task Order N0017320F2029 awarded to Arcfield (formerly dba Arcfield) under Multiple Award Contract N0017316D2009 for an additional six-month term. The extension runs from July 29, 2026 through January 28, 2027, with an estimated dollar value covering the full period to be funded with Fiscal Year 2026 Research, Development, Test and Evaluation (RD T&E) funds. The Task Order provides Research and Development Efforts for High Performance Computing to improve end-to-end computer network performance across the Naval Research Laboratory's entire network enterprise. This bridge action is necessary to maintain continuity of specialized Research, Development, Testing, and Evaluation (RD T&E) services to the Information Technology Division (ITD) at NRL in Washington, D.C. while resolving an ongoing post-award protest (B-423219.2). The Government obtained a Government Accountability Office (GAO) decision on corrective action on December 23, 2024, and a new competitive award process is currently underway, with award expected during the bridge period. The J&A cites Title 10 U.S.C. 3204(b) and FAR 6.103-1 as statutory authority for the non-competitive procurement. The document includes technical certifications and approvals from the contracting officer, legal counsel, and competition advocate dated July 2026.
