FAR 13 Determination At or Below SAT SOURCE SELECTION INFORMATION - SEE FAR 2.101 and 3.104 - FOR OFFICIAL USE ONLY

DETERMINATION For
SINGLE SOURCE SOLICITATION - FAR 13 (≤SAT)
DoDEA Online Registration System (DORS) Bridge
1. Contracting Agency: Department of Defense Education Activity, Procurement Division
2. Description of Supplies and Services
DoDEA requires a commercial, off-the-shelf (COTS) online registration solution that integrates with DoDEA’s student information system (SIS) for use systemwide. The Contractor must prove a cloud-based solution. Minor configuration of fields or forms may be required. DoDEA expects to award one contract for a period of 12 months. The required solution will include the following:
1) Online registration and re-registration capability
2) Integration with DoDEA’s SIS, currently Aspen
3) User-friendly navigation and interface
4) Data validation and data transfer capability
5) Uploading of supporting registration documentation by users, including parents/sponsors
3. Description of Action: A firm fixed price contract is planned to be awarded to EMS LINQ, Inc. (CAGE code 83S67) with a total estimated value . The anticipated delivery date is September 1, 2020. FY20 Operating and Maintenance (O&M) funds are available. This action will be procured for a 12-month period.

5. Market Research
EMS LINQ, Inc. (dba Meals Plus), Wilmington, NC. Small business, per the Dynamic Small Business Search (DSBS). CAGE code 83S67 – NAICS #54519, #334118, and #511210
The following vendors are not able to meet the DoDEA’s requirements.
None of them have an off-the-shelf solution with built-in integration with the Aspen SIS:
1) AccleWeb, Summit, NJ. Manish Shah, President, 312-371-3727 – manish@acceleweb.com – Not a small business, per DSBS – No COTS product.
2) US eDirect, Inc. Rosyln Heights, NY. Michael Miller, VP, mmiller@usedirect.com – 516-767-2431 Small business, per DSBS – No COTS product or apparent experience in K-12 student registration.
3) HRworx, LLC, Dulles, VA. Rob Hankey, CEO, 703-627-2157, rhankey@hrworx.com – Veteran-owned small business, per DSBS – Specializes in the automation of forms-based data collection with business workflow processes and no apparent experience in K-12 online registration.
4) Pricewaterhouse-Coopers Public Sector, LLP, McLean, VA. James Harry, Principal, 703-625-2338
- james.harry@us.pwc.com – Not a small business, per DSBS – No COTS product. Global advisory and management company with experience in border and custom registration and no apparent experience in K-12 student registration.

No COTS product and no apparent experience with K-12 online student registration.
The Dynamic Small Business Search (DSBS) and Federal Procurement Data System (FPDS) were searched using NAICS code #511210 and the keywords, registration and online registration. No potential vendors were found in either database.
DSBS: Under online registration were no results. Under registration were 13 results – None appear able to meet DoDEA’s requirements:
1) The Ardian Group, Inc., Boothwyn, PA – Provides identity management services and not K-12 registration solutions.
2) Biomedical Synergies, Inc., Wayzata, MN – Markets to hospitals and surgery centers and not K-12 registration solutions
3) Linstar, Inc., Buffalo, NY – Provides security systems and incident command solutions, not K-12 registration solutions.
4) Brand Consulting Group, Inc. – Provides training, consulting, and auditing services, not K-12 registration solutions.
5) Traffic Safety Analysis Systems & Services, Inc. – Provides a variety of products and services for traffic management, not K-12 registration solutions.
6) XC2 Software, LLC, Fairfax, CA – Provides services to utility companies, not K-12 registration solutions.
7) Events by Design, Inc., Chantilly, VA – Specializes in event and conference planning and does not provide a K-12 registration solution.
8) Active Data, Inc., Bethlehem, PA – Provides customized software and application services, not K-
12 registration solutions.
9) Segami Corporation, Columbia, MD – Provides medical imaging software, not K-12 registration solutions.
10) Digital Registry, Inc., Hammond, IN – Provides digital registry services, not K-12 registration solutions. Its website, touchwithlove.com, could not be found.
11) DL Warren Enterprises, Inc., Tempe, AZ – Provides training services for businesses, not K-12 registration solutions.
12) WoVo Identity Solutions, LLC, Arvada, CO – Provides a variety of services to biomedical organizations, not K-12 registration solutions.
13) Mobilewright Solutions, Inc., Lynnefield, MA – Provides underground storage tank services, not K-12 registration solutions.
FPDS: Under online registration, the following three companies were listed, none of which appear able to meet DoDEA’s requirements: Netsential, Inc. a website developer; SAS Institute, Inc. analytics software developer; and CVent, Inc., (discussed above) event management web service provider.
Under registration were 135 entries, many multiple entries for the same companies.
The US Department of Education had 12 results with CVent, Inc.—a company that provides event management web services, not K-12 registration software.
The other organizations that contracted with vendors include the US Geological Services, Social
Security Administration, Department of Veterans Affairs, US Coast Guard, and US Department of Agriculture. No company that responded to DoDEA’s RFI appeared among these entries, and the other companies do not appear likely to provide off-the-shelf K-12 online registration solutions.
Based on market research, dated July 22, 2020, only EMS LINQ, Inc. can fully support the Governments needs. This requirement is for a proprietary product and related support, and no competitor’s products exist in the market at this time to meet the Government's need.
6. Rationale for Single Source
Upon the basis of the following justification, I, as the Contracting Officer, approve this justification for the proposed contract action pursuant to the authority cited above because the DoDEA Online Registration System (DORS) described above is an essential service of the Agency and because no other vendor can provide the required services in the timeframe required. This is the only online registration product that is supported by the Aspen SIS vendor.
DORS is a complex automated system that replaced the labor-intensive registration process. It is used by the parents/sponsors of DoDEA students all around the world and cannot be replaced in the near term. The manpower used for the previous registration process has been repurposed and cannot be replaced without hiring new staff, providing training on the labor-intensive system, etc., which DoDEA cannot stand up again in the timeframe required. Given the increased reliance on a virtual environment due to the COVID-19 pandemic, there is an urgent need to keep DORS online for the foreseeable future.
