Section A: General Contract Information

Contracting Activity: 354th Contracting Squadron, Eielson AFB, Alaska

Project/Program Name: Unaccompanied Dorm Cable and Internet Services

Purchase Request/Identification Number: F1U3CQ6306A001

Estimated Contract Cost (including Options): $36,653.04

Section B: Description of the Supplies/Services Required

Provide internet and cable services to unaccompanied dorm day rooms in accordance with commercial industry standards. Each dormitory includes dayrooms designated to receive cable television and internet services in accordance with AFI 32-6005.

Section C: Justification for Soliciting from a Single Source or Brand Name

Eielson AFB requires simultaneous internet and cable services in Unaccompanied Airmen dorm rooms. Existing facility infrastructure require that cable and/or internet services be delivered through the same access port. There are two companies that can provide cable and internet separately, but to do so they require access to the same access port. Because two separate companies cannot physically utilize the same access port simultaneously, the requirement must be solicited to the single source that can provide dual services at the requirement specifications, throughout the period of performance. GCI Communications (GCI) is the only company that can fulfill these services for Eielson AFB Alaska.

Section D: Efforts to Obtain Competition

GCI and Alaska Communications (ACS) are the only two companies that can provide either cable or internet services, but GCI is the only company that can provide both services.

ACS was contacted to verify capabilities and they only provide internet services only, not meeting the Government's requirement.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Eielson AFB can renovate the communications infrastructure throughout base facilities, allowing multiple access ports, including DSL capabilities. Even if DSL capabilities were applied, ACS still only provides internet services, which will consistently disqualify them from being a possible source to fulfill Eielson AFB's unaccompanied dorm cable and internet services requirement. Accomplishing a justification for single-source solicitation/award will continue to be required for Eielson AFB's unaccompanied dormitories.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
