About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for Depot Maintenance Operations Planning System (DMOPS) support services. The U.S. Army Contracting Command - Rock Island (ACC-RI) is requesting a sole source contract with Booz Allen Hamilton (BAH) to provide non-personal services for the DMOPS application, which integrates information from disparate data sources into a program and budget-tracking system for the Army Organic Industrial Base. BAH has the necessary knowledge and experience to maintain the DMOPS system, as it was the original developer and has provided support for over 10 years. The U.S. Government is pursuing a transition to a fully sustainable Government solution, with assistance from Penn State, but requires BAH's continued support in the interim to maintain DMOPS operations without downtime. The estimated dollar value of the sole source contract is $, including options. No other sources have been determined technically capable of providing the required DMOPS support services without unacceptable delays.

Department of Army Justification and Approval for Other than

Full and Open Competition

1. Contracting Activity: U.S. Army Contracting Command – Rock Island (ACC-RI) Rock Island Arsenal, Rock Island, IL 61299-8000.

2. Description of Action: The Office of the Deputy Chief of Staff (ODCS), G-4 requests a firm-fixed price, sole source contract with Booz Allen Hamilton (BAH). ACC-RI projects award for and will obligate fiscal year , Operations and Maintenance Army funds. An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement (DFARS) 207.103(d)(i)(B).

The U.S. Government did not compete the requirements prior to this action, under the authority of Federal Acquisition Regulation (FAR) 6.302-1, Justification and Approval (J&A) Control Numbers 15-426 and 20-050 (unsigned). The U.S. Government did not complete the actions to increase competition because it did not receive the required justification approval due to customer personnel turnover and attrition. Accordingly, the approval level of this J&A will be a level above the approval authority of the previous J&A in accordance with (IAW) DFARS Procedures, Guidance, and Information (PGI) 206.304(a)(S-70)(ii). In addition, the previous J&A, 20-050 (unsigned), is routed concurrently with this justification.

3. Description of Supplies/Services: This non-personal services requirement is for Depot Maintenance Operations Planning System (DMOPS) support services. The DMOPS application provides technical and analytical support to integrate information from disparate data sources into one program and budget-tracking system for the Army Organic Industrial Base, which allows each organization to determine unique business rules and interface with the agency’s Program Objective Memorandum (POM), Budget Estimate Submission, and President’s Budget. DMOPS records previous year(s) executed workload, current year(s) projections, forecasted funding, and obligated workload for reporting against the Congressional organic and contract workload distribution report. The DMOPS application is a web-based tool utilized by the following key stakeholders: Headquarters Department of Army (HQDA) G-4, HQDA G-8, Army Materiel Command (AMC) G-3, AMC Life Cycle Management Commands (LCMCs), LCMC Depots, Assistant Secretary of the Army (Acquisition, Logistics, and Technology) (ASA(ALT)), Reserves and National Guard, Army Futures Command DEVCOM, United States Army Audit Agency, Aviation and Missiles Command, Communications- Electronics Command, Tank-Automotive & Armaments Command, Office of Analytics Integration, and Under Secretary of the Army.

The DMOPS application is utilized as a real-time tool to manage depot maintenance requirement data. It provides end users with a system to input, monitor, and track the

POM throughout the POM cycle, with the ability to produce Operations and Maintenance POM and budget documents. It supports the Army community by reporting the planned workload within the current budget as well as the out years and collects the depot maintenance data from all sources for enterprise level management. The transparency of this application provides and maintains an audit trail of all changes made throughout the POM cycle. The DMOPS web tool was specifically designed for depot maintenance budget planning, programming, and resource execution. The tool allows HQDA to collect, stratify, parse and/or aggregate weapon system requirements by priority, Line- Item Number, associated LCMC, National Stock Number, and/or End Item Nomenclature. DMOPS is paramount to the success of the U.S. Government’s depot maintenance defense and resourcing processes and ensures key logistics functions are prioritized and programmed IAW Army Program Guidance Memorandum (APGM) and Army Regulation 750-1 Army Materiel Maintenance Policy.

DMOPS is a web-based tool application which consists of an operating environment, software, compatibility with existing army networks/systems, and data. BAH owns the operating environment where DMOPS is housed. The operating environment is the physical and virtual infrastructure that runs the DMOPS application software, to include

The operating environment utilizes a user interface (UI) provided by an application programming interface (API) to the applications manager. BAH is both the API and the application manager for DMOPS. The U.S Government owns the DMOPS software and the data rights to the output. Coordination between BAH and the U.S.

Government created the compatibility of the DMOPS application with existing Army networks/systems to create what the DMOPS application is today

The period of performance (PoP) is a is being requested to allow for the time necessary to migrate to a fully sustainable U.S. Government solution. ODCS, G- 4 estimates a dollar value of inclusive of the option, based on the Independent Government Estimate.

4. Authority Cited: 10 U.S.C. 3204(a)(1), as authorized by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Reason for Authority Cited: As described at FAR 6.302-1(a)(2)(iii)(B) for DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency’s requirements.

DMOPS was competitively awarded on to BAH under Indefinite Delivery, Indefinite Quantity contract W15P7T-12-D-E007. It took for the

BAH team to successfully stand this application up into a web-based tool within BAH’s owned operating system. Based on this experience, BAH has the requisite knowledge necessary to perform the required DMOPS support. In the current DMOPS Performance Work Statement (PWS), the U.S.

The U.S. Government requires DMOPS remain operational, with no down time, as DMOPS stores and manages the operational environment processes today. BAH understands the DMOPS code, based on developing the capability. As well, BAH currently provides technical analyst and subject matter experts who are familiar with the DMOPS system. BAH maintains and supports the DMOPS application serving as the developer and sustainer for more than . BAH maintains the DMOPS software, which of data/information as both the developer and leader in Army Data Plan implementation. BAH provides the unique capability to modernize and align with the Army’s data strategy to transition DMOPS to support data-centricity. BAH manages the internal software repository and environment using an agile development methodology process to continuously develop and release incremental functionalities of secure, functional software. BAH requires no additional time to establish and maintain a cloud capable DMOPS environment as it possesses the required code, specifications/documentation, institutional knowledge, and architectural design to continue to sustain the DMOPS cloud environment.

In , the DCS G-46 team coordinated with the Penn State analytics group to assess the feasibility of replicating the DMOPS capability so the U.S. Government wouldn’t be reliant on BAH’s operating environment for future support. Penn State is providing the engineering and system administrative expertise to the U.S Government, necessary to create a DMOPS application tool and operating environment. By partnering with Penn State, the commitment to migrate this requirement can be accomplished through the mapping process provided below.

Phase 1: , the G-46 Enterprise Resource team complete replication of the beta version of the DMOPS capability. G-46, with the assistance of Penn State, developed the UI leveraging Power BI and Vantage web tools.

This will allow users the ability to upload data/information directly into DMOPS. Formal completion of this effort will allow the U.S. Government to recapture the look and feel of the current DMOPS tool (complete with the exact tabs currently built in the DMOPS application). There are approximately lines of requirements documented and stored in the DMOPS database.

The G-46 estimates it can complete the remaining actions no later than making the replication tool ready for preliminary testing.

directed the G-46 team, in coordination with G-44, to move forward with the U.S.

Government solution.

6. Efforts to Obtain Competition: ACC-RI shall publish the notices required by FAR

5.201. Because this is a sole source action, effective competition is not applicable. The U.S. Government will achieve subcontracting competition by including FAR clause 52.244-5, Competition in Subcontracting, in the contract, which states that the contractor shall select subcontractors on a competitive basis to the maximum practicable extent.

7. Actions to Increase Competition: It is the intent of the HQDA G-4 to migrate this requirement from a contract solution to a U.S. Government solution, Contractor: Booz Allen Hamilton

8. Market Research: In accordance with DFARS 205.205-71, DFARS 206.302-1(d), and DFARS PGI 206.302-1(d), ACC-RI posted an RFI to SAM.gov and to Computer Hardware Enterprise Software and Solutions (CHESS) Information Technology Enterprise Solutions – 3 Services (ITES-3S). Below is a summary of the RFI postings, results, and technical review of the submissions received.

The SAM.gov RFI posted on with a closing date of . A total of eight contractors responded with submissions of capability and interest. ODCS, G-4 reviewed the information and determined all technically unacceptable in performing the DMOPS requirement.

The CHESS ITES-3S RFI posted on

A total of responded with submissions of capability and interest. ODCS, G-4 reviewed the information and determined all technically unacceptable in performing the DMOPS requirement.

A RFI was posted on CHESS ITES-3S on

A total of responded with submissions of capability and interest. ODCS, G-4 reviewed the information and determined technically unacceptable in performing the DMOPS requirement. BAH was the only contractor determined technically acceptable. BAH can provide support immediately, with no down time, because it currently operates and runs the system. BAH understands the code and has the experience to effectively manage the operating environment and business processes.

Most of the contractors who responded to the RFIs (with the exception of BAH) did not demonstrate, or articulate, how they could provide current DMOPS capabilities in accordance with the PWS and guarantee an operational availability of 99.9%. The U.S.

Government has low confidence in those contractors’ ability to deliver DMOPS planning analysis operating environment, while maintaining operational availability rate threshold of .

Based on the market research, the U.S. Government determined only BAH could provide the DMOPS support services without unacceptable delays as described in paragraph 5.

For these reasons, no other contractor besides BAH can support this requirement.
