V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The Ingram Entertainment Inc. subscription is vital to the ongoing mission of DAF Libraries as outlined in detail in Section B. Ingram provides video games in formats including: Xbox One, Xbox Series X, Playstation 4, Playstation 5, and Nintendo Switch. This subscription is an all inclusive database that provides new releases, current best sellers, and back catalog of older gaming material. While other vendors may be able to provide some gaming material, no other vendor provides this type of access to gaming materials, all in one place, and provides each 63 different DAF libraries with online ordering to meet the specific needs of each DAF library.

There are no other comparable services that provide this type of gaming experience with the same functionality and access. Without this sole source acquisition, the Air Force Library's mission to provide airmen with access and support with new and current video games is threatened. It is imperative to continue offering access to this gaming material for DAF Library customers as it provides the most secure and authoritative service.

This was an open market assessment release designed to identify potential sources to satisfy the Governments requirements and no acceptable responses were received. The libraries are in contact with other agency librarians to confirm the competitive environment for this supply, and seek out additional solutions for this requirement. The library reviewed advertisements, new publications, and available conferences to ensure the course of action for a sole source acquisition was the most appropriate moving forward. After this market research, AFSVC/VCL was unable to identify any other source that could provide the requirement.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

In accordance with FAR 13.106-3(a), the Contracting Officer shall determine that the proposed price is fair and reasonable. The basis of this determination is anticipated to be based on FAR 13.106-3(a)(2)(ii) and FAR 13.106-3(a)(2)(iii). This has been previously procured by AFLCMC/PZI for DAF Libraries and the price shall be verified against price lists, catalogs, or advertisements and by comparison to prices previously paid.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

As described in Section VI above, market research, in accordance with FAR Part 10, was conducted by posting of a sources sought and a separate posting of a synopsis of the proposed contract action, advising industry of the pending acquisition and soliciting inquiries from interested parties. Ingram Entertainment was the only qualified response that was received.

Additionally, each year the librarians/product owners attend numerous conferences hosted by entities such as the Public Library Association and American Library Association. These conferences host hundreds of vendors that serve the library community. Over the course of several days, the librarians conduct market research by conversing with the vendors and experiencing products first-hand. After the conferences, no other vendor was
