About this file
This justification document supports a sole source bridge contract award to the incumbent, Linxx Global Solutions, LLC, to provide continued expeditionary combat training services to the Navy. The incumbent has been providing these services under task order N0018918F3008 since 2018 and is the only contractor capable of immediately responding to this requirement without a break in service. The bridge contract is necessary while the mobilization for the follow-on competitively awarded task order N0018923F3023 to B3H is completed due to multiple GAO protests that delayed performance and stayed mobilization. The contracting officer has determined the bridge contract costs will be fair and reasonable, and future barriers to competition have been removed as the requirement was already competitively solicited receiving 13 offers as a Service Disabled Veteran Owned Small Business Set-Aside. The point of contact for the sole source bridge action under special notice N0018923Q0594 is provided.

J&A# N23-203 award on 21 June 2023. The incumbent, Linxx, continued performance under the FAR clause 52.217-8 through 29 September 2023. On 21 August 2023, the protest by Rigid was denied by the Government Accountability Office (GAO). Thus, a bridge contract is now necessary to ensure continued support to CENSECFOR for the ECS program while the remainder of the mobilization period is completed by B3H. The support to be provided under the authority request by this justification is crucial and is necessary in order for the Navy to continue the ECS program. The ECS program has been in existence for 25 plus years providing CENSECFOR and their stakeholders with expeditionary combat training via contractor personnel. In that time frame the incumbent contractor, Linxx, has been providing contractual support for this program since 2018. Thus, as the incumbent contractor, Linxx is the only firm that currently possesses the requisite skills and personnel capable of responding to this requirement on this short-term and emergent basis, ensuring performance of the required services continue without delay or interruption while the follow-on contract completes their mobilization. A lapse in service is not feasible as the ECS program provides essential training to the entire Navy, and a lapse would lead to an inability to complete mission functions, significant additional costs and unacceptable schedule delays. In order to provide the customer with a continuity of these critical services and maintain a stable program, a sole source bridge award is necessary.
Given this information, it is in the government’s best interest to issue a sole source award to Linxx Global Solutions, LLC, as the incumbent contractor, is the single responsible source capable of performing the required services for the period detailed above.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable: This bridge is in support of a competitively awarded task order, which is a follow-on to the incumbent task order, N0018918F3008.
The follow-on task order was solicited as a Service Disabled Veteran Owned Small Business Set-Aside, which received 13 offers. Any future efforts will be similarly competed and this sole source bridge request is the result of multiple GAO protests which have delayed performance and stayed mobilization of the follow-on task order, N0018923F3023, awarded to B3H.
7. Determination of Fair and Reasonable Cost: The Contracting Officer has determined that the anticipated cost to the Government of the supplies/services covered by this Justification will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition: As stated herein, the incumbent contractor, Linxx Global Solutions, LLC is the only contractor that has the available personnel, knowledge, experience, and expertise to immediately provide support of the required services without a break in service or negative impact to the Navy.
However, as detailed elsewhere in this document, competition has been identified in the solicitation of the follow-on procurement; and as such, any barriers to future competition have been removed.
9. Contracting Point of Contact: The point of contact at NAVSUP Fleet Logistic Center Norfolk is Inga Love, who can be reached at (252) 260-4348 or by email at inga f.love.civ@us.navy mil; or Elizabeth Phelps, who can be reached at (252) 621-5424 or by email at elizabeth.a.phelps14.civ@us navy mil.
