This is a Justification Review Document for Other Than Full and Open Competition (FAR Part 6) prepared by the 182nd Contingency Response Group, 182nd Airlift Wing, Peoria, Illinois.

The procurement seeks specialized protective gear for force-on-force training exercises with an estimated contract value of $23,600.00. The requirement consists of four contract line items (CLINs) for General Dynamics Simunition protective equipment or equal products: CLIN 0001 specifies 40 female groin protectors (Part No. 8971771); CLIN 0002 specifies 50 male groin protectors (Part No. 8971770); CLIN 0003 specifies 50 throat protectors (Part No. 8971764); and CLIN 0004 specifies 50 helmet head protectors (Part No. 8972264). All items must be rated to protect against blunt force trauma from Simunition ammunition, manufactured with high-quality materials capable of withstanding intense outdoor training environments, lightweight, adjustable for different body sizes, and securely attachable to personnel.

The justification supports an other than full and open competition procurement based on Title 10 U.S.C. §3204(a)(1) and FAR 6.103-1(d). Market research included an RFI (Request ID RFI1818814) posted on GSA EBuy on June 18, 2026, and a Sources Sought notice (Notice ID PANNGB26P0000030898) on SAM.gov from June 18 to July 8, 2026. One contractor responded to the RFI but pricing exceeded the $25,000 threshold; eight contractors responded to the Sources Sought notice with three indicating capability to meet requirements. The justification concludes that General Dynamics Simunition gear is essential because comparable alternatives, including Ultimate Training Munitions (UTM) products, lack equivalent anti-fog technology, realistic weapon cheekweld design, and overall physical fit necessary for the 182nd CRG's intense outdoor training scenarios. The Contracting Officer (1st Lt Nicholas Marzinzik) approved the procurement on July 16, 2026, subject to fund availability.
