About this file
This document is a justification and approval for other than full and open competition for a sole source follow-on contract. The contract is between the Department of Health and Human Services Health Resources and Services Administration and United Healthcare Services, Inc. for $102,674,245 to support claims reimbursement and related services for COVID-19 testing, treatment, and vaccination of uninsured individuals. Key services include processing and distributing payments to healthcare providers, customer service, program management, compliance support, provider outreach, and data reporting. The justification cites 41 U.S.C. 3304(a)(2) for unusual and compelling urgency due to continuing to support the nation's healthcare infrastructure during the ongoing COVID-19 pandemic by reimbursing provider claims through the incumbent contractor.

Even though this is a sole source follow on procurement action, the intent to sole source with United HealthCare Group was posted in the Government Point of Entry (beta.sam.gov). The purpose of the notice was to let interest offerors of the Government's intent and to provide them an opportunity to submit their interest by sending their capabilities or responses before the notice's closing date and time.
Market Research was conducted within the last year to determine if capable sources exist to provide the services. Based on the market research, the Government ran a limited competition.

The Coronavirus Aid, Relief, and Economic Security (CARES) Act (P.L. 116-136) appropriated $100B to HRSA to distribute to providers for lost revenue and prevent, prepare for, and respond to coronavirus. HRSA subsequently received an additional $78B from the Paycheck Protection Program (PPP) and Health Care Enhancement Act (P.L. 116-139), and the Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act (P.L. 116-123) in appropriated funds to reimburse eligible healthcare providers for healthcare-related expenses or lost revenues attributable to coronavirus. In FY 2021, HRSA received an additional $8.5B from the American Rescue Plan Act (PL 117-002) in appropriated funds to reimburse eligible rural healthcare providers or suppliers for healthcare related expenses or lost revenues attributable to coronavirus.
These laws provide economic and financial support for individuals and businesses impacted by the coronavirus outbreak. To provide relief, Congress appropriated funding from the Public Health and Social Services Emergency Fund to reimburse eligible health care providers for healthcare-related expenses or lost revenues attributable to coronavirus. All of the claims to date have been process through UHG and OptumBank. Changing the contractor at this current state will make it exceedingly challenging to process claims and return funds. The Nation's health care infrastructure would be seriously injured unless HRSA is permitted to process this sole source follow-on contract.
