| Please Provide the Federal agency, Sponsoring Organization/Unit: U.S. International Development Finance Corporation (DFC) requires a commercial off-the-shelf (COTS) database on a single platform with a single interface with access to current directory information covering federal government agencies, Congressional offices, news media and news professionals, plus other sectors. |
| Provide a brief (i: |
| e: |
| , half-page or less) narrative description of the project: The purpose of procuring these databases is to provide access to the entire agency to easily accessible and consistent directory data in order to locate stakeholders, colleagues, experts, potential partners, sources of information, and the like. In particular, the Office of External Affairs has frequent need for Congressional directories in order to contact and maintain relationships with the correct individuals within Congressional offices and for News Media contact information, which allows them to inform the correct media of agency activities and opportunities or correct errors. |
| Enter Project Title: Congressional-Federal-News Media Directories Plus | |
| Enter Total Dollar Value & Dates of Service: $124995.00, covering 7/1/2021-6/30/2026 | |
| Please Provide the Purpose/Objective and Background: Subscription to directories database. The DFC requires current directory information covering Federal agencies, Congressional offices, and News Media professionals. We also need broad-ranging directory access, including associations/non-profits, selected companies/law firms, courts, and state/municipal goverments. The database needs to employ sophisticated search and retrieval and other user-friendly capabilities. This is a request to retain Leadership Connect as the provider of that database. | |
| Provide Additional Information: | |
| Indefinite Quantity, Defined Quantity or Requirements: | |
| Fee: | |
| Federal Acquisition Regulation: | |
| What Was Done to Find Other Sources: Leadership Connect collects and compiles their own data and does their own editorial work. Leadership Connect does not license their data to any other publishers or data providers. | |
| Describe the market research that was conducted or Contact with acquisition or program offices or Industry or Vendors: Reviewed generally available vendor product information on-line, SAM and GSA for vendors using NAICS 511140, and FedLink. Looked, at least brielfy, at every one of the companies listed in SAM under this number. Research reflects that other directory services do not have the required breadth of coverage. | |
| Additional Information to support the justification: The NAICS code for directory publishers is clear and easily understood and I believe would be applied by any company offering this type of product. | |
| Any interested vendors or firms?: None | |
| Explain How to Aviod Sole Source in the Future: I will continue to monitor the information landscape for competitor products, including by monitoring federal library email lists, Fedlink offerings, and conference exhibit halls/exhibitor lists. | |
