About this file
This document is a Justification for Other Than Full and Open Competition related to a federal contract opportunity. The National Cancer Institute (NCI) is seeking to award a sole-source purchase order to DNAnexus Inc. for a Platform as a Service (PaaS) to support the Confluence Project. The PaaS will provide cloud-based data analysis and management capabilities. DNAnexus is the sole provider of a FedRAMP Moderate certified PaaS that meets the technical, security, and regulatory requirements for this effort. The period of performance will be one year with two 12-month option periods and one 6-month option to extend. The total estimated value is not provided. The NCI conducted market research but determined that a custom-developed solution would be unacceptable due to cost, schedule, and performance risks. The award was made as a sole-source on 20 August 2024 under contract number 75N91024P00555.

DNAnexus is the only platform which holds a FedRAMP Moderate certification, can comply with GDPR regulations imposed by the EU and applicable to NCI’s European stakeholders, and can also meet the technical requirements for this effort.
DNAnexus is a unique platform which offers simplified, web-based access to complex computing-intensive applications; a simplified development environment for in-house pipelines, and simplified deployment and access to interactive HTML or R-shiny community-developed applications.
DNAnexus is the sole provider of the DNAnexus licenses and associated support services and does not work with resellers or third-party vendors.
6. Description of the efforts made to ensure that offers are solicited from as many potential sources as practicable. Indicate whether a GPE notice was or will be publicized as required by FAR Subpart 5.2 and, if not, which exception under FAR
5.202 applies.
Following completion of market research, the Contract Specialist issued a Special Notice of Intent to Sole Source on the governmentwide point-of-entry (GPE), SAM.gov from April 5, 2024 to April 12, 2024 under Notice ID 75N91024Q00079. No responses or other expressions of interest were received as a result of this notice.
7. Determination by the Contracting Officer that the anticipated cost/price to the Government will be fair and reasonable.
The NCI Project Officer completed an Independent Government Estimate (IGE) by reviewing historical procurement data and informal pricing provided by the vendor. The NCI will consider the IGE, other order pricing not used to develop the IGE, and published pricelist(s) to determine price reasonableness. If insufficient to make a determination, the Contracting Officer may also request non-certified pricing data from the Contractor.
Based on this information, there is sufficient reason to believe that the price to the Government will be fair and reasonable. A final price determination will be made prior to award.
8. Description of the market research conducted (see FAR Part 10) and the results, or a statement of the reasons market research was not conducted.
Market research was conducted by reviewing the list of companies that FeDRAMP approved by the National Cancer Institute (https://marketplace.fedramp.gov/agencies/22-005-03).
The Contract Specialist issued a Sources Sought Notice on the NITAAC GWAC e-GOS platform and received two (2) responses which were evaluated by the technical program staff. The first response was for a project management platform which did not meet the salient technical requirements of the request.
The second response was for a custom development solution. Given that a COTS solution is already available, a custom development platform would represent unacceptable cost, schedule, and performance risks for the Government: Based on information provided by the interested vendor, the Contract Specialist believes that a custom-developed solution would take more than a year to complete development, additional time to obtain FedRAMP authorization, and come with a significant cost premium of at least 4x the COTS solution. Thus, a custom-developed solution is not appropriate for this requirement.
9. Any other facts supporting the use of other than full and open competition.
All other facts have been previously stated.
10. Listing of sources, if any, that expressed, in writing, an interest in the acquisition.
DNANexus Inc Panamerica Computers Inc.
IBM Inc.
11. Statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the required supplies or services.
In the event the NCI requires additional service not covered under this procurement, market research will be conducted to identify possible sources and the proposed requirement will be publicized in the Government Point of Entry (SAM.gov).
