About this file

This is a Justification for Other Than Full and Open Competition (FAR 6.302-1) for a single-source acquisition by the Defense Logistics Agency (DLA) Land and Maritime.

The acquisition seeks spare parts for aircraft support systems on a one-year Firm-Fixed Price Indefinite Quantity Contract basis. The solicitation number is SPE7MX26R0001. Ten line items are being procured, including relays, electromagnets, transformers, circuit breakers, switches, motors, and valves with NSNs ranging from 4820-01-593-4934 to 5945-01-627-6667. All items are Federal Supply Class components used on the Osprey V-22 Aircraft, F-16 Aircraft, and consolidated air and ground support systems. The Government requires spare parts that are form, fit, and functionally interchangeable with those currently used on supported end items or weapon systems. All ten items are restricted to a single approved source: Snowbird Technologies Inc., CAGE code 0V5R4, which is the only source with the required capability and current design control activity approval. The estimated base contract value and total estimated value (with options) are redacted; the contract minimum and maximum values are also redacted.

The justification cites 10 U.S.C. 3204(a)(1) as statutory authority and AMSC codes B, C, and D to support the single-source determination. A sources sought notice was posted to SAM.gov from September 11–18, 2025, yielding no responses. A market survey was conducted August 11–September 4, 2025, contacting eight contractors (R&M Government Services Inc., Kampi Components Inc., Dreamfind Inc., SIT Corp., MZ Technologies Inc., VC Displays Inc., and Snowbird Inc.), with responses indicating these items were not commercial. The justification includes a procurement history showing prior competitive acquisitions under FAR Part 15. The solicitation will post to DIBBS for 30 days following the 15-day SAM.gov synopsis period. The document is signed by Contracting Officer Mitchell Taura N. and approved by Competition Advocate Jamie Wiebusch.
