About this file
This document is a Justification and Approval (J&A) for a sole source Indefinite Delivery/Indefinite Quantity (IDIQ) contract with CodeMettle LLC for CodeMettle INB2 enterprise software licenses and Post Deployment Software Support (PDSS) services. The Army Contracting Command seeks to procure software licenses and technical support services for the Integrated Network Operations (NetOps) program, specifically supporting the Rugged Applications Platform-Tactical Radios (RAP-TR) system. The total estimated contract value is $45,245,217.02 for a 60-month ordering period from 15 July 2025 to 14 July 2030.
The justification emphasizes that CodeMettle INB2 is the only source meeting the Army's requirements for tactical network management, providing monitoring and management of the Integrated Tactical Network (ITN) component architecture. Market research conducted through a Request for Information (RFI) and Sources Sought notice revealed that no other vendors can provide the necessary software licenses, project management support, and technical services. The contract will support critical military communications capabilities, enabling faster radio network setup, providing a unified view for command and control, and supporting various CONUS and operational planning environments across different military units.
