The following AMC/AMSC descriptions available in DFARS PGI 217.7506 Part 2:

AMSC C. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, AMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, AMCs 1 or 2 are valid.

For NSN 4720-00-631-5727, COBHAM MISSION SYSTEMS DAVENPORT AAR (CAGE 72429) and BANDAK AVIATION INC. (CAGE 0XK38) are the only approved sources by the design control activity. They are the only known sources to possess the requisite rights to technical data for this item and only known approved sources for this item. Alternate source parts would have to be reviewed on a case-by-case basis and evaluated by the Engineering Support Activity (ESA) for Military use. Only the parts from Cobham and Bandak have been approved by the ESA, as these parts are designed, engineered and tested to meet the required performance characteristics specifically for the Military’s weapon systems.

AMSC P. The rights to use the data needed to purchase this part from additional source(s) are not owned by the Government and cannot be purchased, developed, or otherwise obtained. It is uneconomical to reverse engineer this part. This code is used in situations where the Government has the data but does not own the rights to the data. If only one source has the rights or data to manufacture this item, AMCs 3, 4, or 5 are valid. If two or more sources have the rights or data to manufacture this item, AMCs 1 or 2 are valid.. Applies to NSN 4720-00-594-5014.

For NSN 4720-00-594-5014, the Government does not have the data or rights to the data, and it is not economical for the Government to obtain or otherwise develop the data. COBHAM MISSION SYSTEMS DAVENPORT AAR (CAGE 72429) and BANDAK AVIATION INC. (CAGE 0XK38) are the only sources to possess the complete technical data for this item; therefore, they are the only sources uniquely qualified to manufacture this item and the only approved sources listed for this NSN. Only these parts have been approved by the ESA, as this part is designed, engineered and tested to meet the required performance characteristics specifically for the Military’s weapon systems. Any supplier can seek source approval by following the terms of the solicitation Procurement Notes L04- Offers for Part Numbered Items and M06- Evaluation of Offers of Alternate Product for Part Numbered Items.

On May 12, 2023, SAPD Product Specialist, , certified that the technical information, including the AMC/AMSC codes and approved source was complete and accurate; certification under attachment #1.

5. Efforts to ensure that offers are solicited from as many sources as practicable are: A sources sought was posted on SAM.gov with an opening date of 10/27/2022 and a close date of 11/03/22 with no inquiries received. This acquisition will be synopsized for 15 days prior to the solicitation opening on SAM.gov. At the completion of the synopsis period, the project will be solicited on the internet for 30 days, via the DLA Internet Bid Board System

(DIBBS).

8. Additional facts supporting other than full and open competition are:

Based upon the technical certification under attachment #1, DLA does not possess adequate data, lacks rights to data, and/or has no record of an alternate Design Control Activity approved sources; therefore, the data presently available reflects the minimum needs of the Government. There are currently no open Value Engineering projects for either of these items per Eric Wilde, Chief Value Management Branch, on 10/12/22.

9. A listing of sources, if any, indicating an interest in the acquisition is: Bandak Aviation Inc. CAGE 0XK38 and R&M Government Services Inc CAGE 6FN58

10. This item is subject to the following methods of locating additional sources: The solicitation contains the procurement notes applicable to both NSNs: L04 titled Offers for Part Numbered Items and M06 titled Evaluation of offers for Part Numbered items.

11. As required by DFARS PGI 206.304, the previous procurement LTC SPE7MX18D0084 required a J&A; see attachment #2.
