About this file
This document is a Request for Sole Source Justification for the Department of Veterans Affairs (VA) to acquire subscription-based access to the McGraw-Hill Access Suite. The VA requires access to clinical resources in seven specialty areas: Medicine, Pharmacy, Emergency Medicine, Anesthesiology, Hematology, Neurology, and Surgery. The Library Network Office (LNO) seeks to provide electronic healthcare textbooks, manuals, and resources for VA medical and administrative facilities to support education, clinical decision-making, and research for healthcare professionals.
The sole source justification highlights that McGraw-Hill is the only provider meeting the VA's specific requirements, with proprietary content contributed by recognized experts. A Sources Sought notice was published on June 18, 2025, and market research was conducted, which confirmed no authorized resellers exist. The current contract expires on 9/29/25, and the VA is pursuing this acquisition under the statutory authority of 41 USC §3304(a)(1), which allows procurement from only one responsible source. The procurement is for the Office of Health Informatics (OHI) and aligns with the VA's mission to ensure uniform access to high-quality clinical information resources across the VA system.
