About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) document for a sole source procurement under 10 U.S.C. 3204(a)(1).
The Air Force AETC 502 CONS contracting activity seeks to award multiple sole source contracts totaling $65,660 to procure unique civilian static display aircraft and related services in support of the 2026 Great Texas Air Show scheduled for April 30 through May 3, 2026. The six contractors are CAF - Central Texas Wing, Doc's Friends Inc., CAF - Houston Wing, CAF - Helldiver Squadron, WPP Nautical LLC, and The National WASP Museum. Each contractor will provide specific historic military aircraft for static display, including rare assets such as the Boeing B-29 Superfortress "Doc" (one of only two airworthy B-29s worldwide), P-51D Mustang "Glamorous Glen III," SB2C-5 Helldiver, and various WWII-era trainers. The justification establishes that each aircraft is a unique, one-of-a-kind historical asset owned exclusively by its respective contractor, making competition infeasible. Market research confirmed the sole ownership and operational status of each named aircraft through industry publications and aviation historical organization websites. In accordance with FAR 5.101, a Notice of Intent to Award will be posted to SAM.gov with a 15-day response period allowing interested parties to submit capability statements. The Contracting Officer retains responsibility for determining fair and reasonable pricing per FAR Subpart 15.4, and the document acknowledges that future airshows will require fresh market research rather than automatic application of this sole source justification.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
Agency: AETC Contracting Activity: 502 CONS
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
This document approves the award of multiple contracts on a sole source basis to CAF - Central Texas Wing, Doc's Friends, Inc., CAF - Houston Wing, CAF - Helldiver Squadron, WPP Nautical LLC, and The National WASP Museum for procurement of unique civilian static displays and aerial performances in support of the 2026 Great Texas Air Show. This justification is made on an Individual basis.
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
The 2026 Great Texas Air Show is a key community engagement event designed to honor the legacy of freedom and the contributions of the American military. The show aims to connect the public with the Air Force mission and inspire future generations through a family-friendly event featuring aerial demonstrations, a STEM Fair, and both military and civilian static aircraft displays.
To successfully meet the event's objective of showcasing military heritage, the Air Force requires a diverse collection of unique, civilian-owned, and operated historic military aircraft for static display. These specific aircraft are a major attraction and are essential for telling the story of American airpower evolution to the public.
The required services include the provision, setup, and teardown of the following specific aircraft for static display for the period of April 30, 2026, to May 3, 2026. The total estimated cost for these services is $65,660. The specific requirements from each contractor are as follows:
CAF - Central Texas Wing: Will provide the C-47 'That's All, Brother', B-25 "Yellow Rose", C-45 "Lonestar Lady", U-3 "Blue Canoe", T-6 Texan, BT-13 "Slo Poke", and the A-4 Skyhawk Cockpit Trailer.
Doc's Friends, Inc.: Will provide the iconic Boeing B-29 Superfortress 'Doc'.
CAF - Houston Wing: Will provide the AT-6A, BT-13, N3N, and PX trailer.
CAF - Helldiver Squadron: Will provide the rare SB2C-5 Helldiver.
WPP Nautical LLC: Will provide a fleet of aircraft including the 1944 P-51D Mustang "Glamorous Glen III", 1943 FG1D Corsair "Godspeed", 1944 Grumman FM-2 Wildcat, 1945 Grumman TBM-3 Avenger, 1951 Grumman HU-16B Albatross, and various historic trainer aircraft.
The National WASP WWII Museum: Will provide the Vultee BT-13A.
These specific static displays are critical to achieving the mission goals of the 2026 Great Texas Air Show.
IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
The following demonstrates that each proposed contractor is the only responsible source for their respective aircraft:
March 2026 Page 3 of 4March 2026 Page 3 of 4
CAF - Central Texas Wing: This organization is the sole owner and operator of the specific aircraft required for their display, which includes the C-47 'That's All, Brother', B-25 "Yellow Rose", C-45 "Lonestar Lady", U-3 "Blue Canoe", T-6 Texan, BT-13 "Slo Poke", and the A-4 Skyhawk Cockpit Trailer. No other entity can provide this exact collection of historic aircraft.
Doc's Friends, Inc.: This non-profit is the sole owner and operator of the Boeing B-29 Superfortress named 'Doc'. 'Doc' is one of only two airworthy B-29s in the world, making it an exceptionally rare and significant historical asset. Doc's Friends, Inc. is the only source in the world from which this specific aircraft can be procured.
CAF - Houston Wing: This organization is the sole owner and operator of the AT-6A, BT-13, N3N, and PX trailer required for their display. These specific aircraft are under their exclusive control, and therefore, no other source can provide them.
CAF - Helldiver Squadron: This squadron is the sole owner and operator of the rare SB2C-5 Helldiver aircraft they will be providing. As the exclusive operator of this specific warbird, they are the only responsible source for its display.
WPP Nautical LLC: This limited liability company is the sole owner and operator of the extensive fleet of historic aircraft required for their display, including the 1944 P-51D Mustang "Glamorous Glen III", 1943 FG1D Corsair "Godspeed", 1944 Grumman FM-2 Wildcat, and various other specified warbirds. This unique, privately-owned collection is only available through WPP Nautical LLC.
The National WASP Museum: The Vultee BT-13A is a historically significant WWII-era basic trainer used by Women Airforce Service Pilots (WASP). This aircraft offered by the WASP museum is a unique historical artifact that women at Avenger Field trained on during WWII. The National WASP WWII Museum is the only known organization that flies an authentic WASP trainer aircraft to airshows.
In summary, the nature of this acquisition is for one-of-a-kind historical assets. The owners of these assets are, by definition, the only sources capable of satisfying the agency's requirement. Therefore, the use of other than full and open competition is required.
VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
Market research was conducted to identify all potential sources for the required historic civilian static display aircraft. This research included reviewing industry publications, consulting the official websites of aviation historical organizations such as the Commemorative Air Force (CAF), and researching the ownership and operational status of the specific, named aircraft required for the 2026 Great Texas Air Show.
This market analysis confirmed that the required aircraft are unique assets, each owned, maintained, and operated by a single, distinct entity. For example, research verified that the B-29 Superfortress "Doc" is one of only two airworthy B-29s in the world and is exclusively operated by Doc's Friends, Inc. Similarly, the other specified aircraft are confirmed to be under the sole ownership and operational control of their respective providers. The "market" for these one-of-a-kind historical assets is, by definition, limited to these sole owner/operators.
In accordance with RFO FAR 5.101, and to ensure every effort has been made to solicit competition, a Notice of Intent to Award a Sole Source contract to CAF - Central Texas Wing, Doc's Friends, Inc., CAF - Houston Wing, CAF - Helldiver Squadron, WPP Nautical LLC, and The National WASP Museum will be posted to the Government-wide Point of Entry (GPE) at SAM.gov.
This notice describes the Government's requirement and invites any interested parties to submit a capability statement demonstrating their ability to provide the exact same unique aircraft and services.
The response period for the notice will be 15 days. Any responses received will be thoroughly evaluated by the Contracting Officer. If any responding source is found to be a responsible source capable of meeting the Government's specific requirements, this justification will be reconsidered. If no credible responses are received by the closing date, it will serve as confirmation of the market research and further support the sole-source determination.

VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.
VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
N/A
IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
The primary barrier to competition is that each required aircraft is a unique, historic asset with a single owner. This barrier cannot be removed for this specific procurement.
For future airshows, the Government will not automatically use this same justification. Before each new event, we will conduct fresh market research to identify any new performers or aircraft that could meet our needs. We will also assess if our requirements can be stated more broadly (e.g., requesting "a WWII-era heavy bomber" instead of a specific aircraft) to potentially allow for competition.
