No opportunities exist to remove or overcome barriers that led to other than full and open competition. GDIT is the only source able to ensure continuity of services to sustain case coordination during a period of transition and source selection for a new competitive follow-on contract.
See Section 4 above. Also note in Section 6 below that of the six contracts identified in the history of the program, five were competitively awarded to GDIT. Of those five GDIT was the only offeror on two awarded contracts. One of the six contracts was a sole source award to
GDIT.
