About this file
This document is a Justification and Approval (J&A) for a sole source contract issued by the Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ. The contract is for 8 STAND, 10K LBS AXLE SERVICE units (Part Number 10-24-228-ESM-A) from Advanced Aluminum Structures, Inc. (Landsport) in support of the C-130 Program. The equipment is a Peculiar Support Equipment (PSE) used with the Quick Engine Change (QEC) Dolly, allowing ramps and superstructure to position the QEC Dolly under the C-130 aircraft nacelle and engine for quick removal and installation during organizational/intermediate maintenance tasks.
Market research was conducted in accordance with FAR Part 10, with various databases and search engines examined for alternative sources. No other vendors were found capable of providing the required PSE. A Request for Information notice was published on SAM.gov on 26 June 2025, and a pre-solicitation synopsis was posted on 16 July 2025, but no responses were received. The contract is being awarded under U.S.C. 3204(a)(1), which allows for sole source procurement when only one responsible source can satisfy agency requirements. NAWCAD LKE has no immediate plans to compete future contracts for these supplies but will assess feasibility if another potential source emerges.
