UNITED STATES MARINE CORPS

BLOUNT ISLAND COMMAND

5880 CHANNEL VIEW BOULEVARD

JACKSONVILLE, FLORIDA 32226-3404

IN REPLY REFER TO:

BICMD

J&A No. BIC-21-001

JUSTIFICATION AND APPROVAL FOR

USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity.

Marine Corps Contracting Office, Blount Island Command, Jacksonville, Florida

2. Description of Action Being Approved.

Authorization to contract for the continuation of services provided under the Plans and Data Support (P&DS) services contract, Contract No.: M67004-16-C-0001, using other than full and open competition procedures. This is a non-competitive action to increase the total contract ceiling in the amount of $ , 0,000 associated with the extension of this Cost-Plus-Fixed-Fee contract for up to one year.

3. Description of Supplies/Services.

The Plans and Data Support (P&DS) services contract provides the full range and depth of planning logistics services and software systems support for the Marine Corps Prepositioning Program (MCPP) which includes the Maritime Prepositioning Forces Program, MCPP-Norway and Marine Expeditionary Unit Augmentation Program-Kuwait. Intrinsic to the Planning effort are the data support services known as the Marine Corps Prepositioning Information Center (MCPIC). MCPIC is the Government Owned web-based system that primarily serves as a warehouse storage system for all Marine Corps Prepositioning Programs related information and is a platform to bridge logistics automated information technologies and radio frequency identification (RFID) infrastructure with other Marine Corps and DoD logistical systems.

Additionally, MCPIC is an integral tool used for inventory, accountability and visibility for Marine Corps Logistics Command.

4. Statutory Authority Permitting Other Than Full and Open Competition.

The statutory authority permitting other than full and open competition is 10 U.S.C. Section 2304 (c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy agency requirements during the extension of services of Contract M67004-16-C-0001.

5. Rationale Justifying Use of Cited Statutory Authority.

The Government’s needs can only be satisfied by the incumbent contractor, CGI Federal Inc., as they are the only known source that can meet the immediate and interim requirements without an unacceptable delay of services. CGI Federal Inc. has demonstrated the ability to provide consistent and timely support for the P&DS contract in order to meet critical mission

BICMD

J&A No. BIC-21-001 requirements. Unlike any other potential sources, CGI Federal Inc. possesses the required resources and management on-site at Blount Island, FL, Albany, GA and Barstow, CA to provide these services.

It is not feasible to issue a short-term contract to another source because delays would occur due to the time necessary for soliciting and awarding a follow-on contract with provisions for transition time. Transition from the incumbent to a new contractor would create a need for additional, unbudgeted procurement costs. Moreover, these costs would be duplicative, because the Government is in the process of issuing a follow-on, long-term contract. Additionally, CGI Federal Inc. is the only contractor who can execute the mission without degradation or loss of services during this period. CGI Federal Inc.’s expertise, experience and familiarity performing the P&DS contract over the past five years have allowed the contractor to develop specialized skills and knowledge of the requirement.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Possible.

The follow-on effort to the P&DS contract is currently in the solicitation process to meet the FAR competition requirements. However, a notice of intent along with the Justification and Approval (J&A) will be published in the Beta.SAM website upon approval advising industry of the pending contract modification to extend the services.

7. Determination of Fair and Reasonable Cost.

The contracting officer will determine the estimated cost to the Government for the services covered under this J&A as fair and reasonable by conducting cost and price analyses. The analyses will be conducted using experienced technical representatives and contract specialists.

8. Actions to Remove Barriers to Future Competition.

The Procuring Contracting Officer is currently processing a follow-on contract using full and open competition within the Seaport NxG multiple award contract. The Government’s intent is to implement a level of structure, performance, and accountability in the solicitation construct in order to receive maximum competition.
