About this file
This document is a justification and approval for other than full and open competition for a federal contract opportunity with the Department of the Army National Guard. The contract is for brand name only acquisition of SIPRGuard equipment from Trusted Systems, Inc. to provide biometric fingerprint and PIN authentication controls for desktop computers accessing classified networks through secure storage areas. Only Trusted Systems manufactures equipment that integrates with the agency's existing SIPRGuard safes, and no other brands were found through market research that could meet requirements. Replacing all existing equipment to allow for a full and open competition would negate any cost savings. The total contract value is under $50,000.

6. Market Research (Describe the extent of market research conducted to identify all qualified sources and the results thereof, or explain the reason market research was not conducted. Market research means collecting and analyzing information about capabilities within the market to satisfy agency needs): (if more space is required, continue answer in Block 12)
7. Other Interested Sources (List all sources, if any, that expressed an interest in the acquisition in writing):
8. Actions to Increase Competition (Describe the efforts made to ensure that offers are solicited from as many sources as practicable, including whether a notice was or will be publicized as required by FAR subpart 5.2 and, if not, which exception under 5.202 applies):
Allows classified computers to remain on and receive network patches unattended and continuously in a non-secured, non-open storage area without the need for Advantor. Without being able to use this source we would not be able to use the safes in these areas because they are the only authorized safes for use.
No other brand can integrate with current equipment. These safes are only compatible with the SIPRGuard equipment. Additionally, the cost to replace all equipment negates any benefit for an entire refresh. Only one manufacturer, Trusted Systems, is manufacturers SIPRGuard equipment.
While attempting to find multiple sources we were only able to find one brand (SIPRGuard) that had all of the equipment necessary for us to use these safes. Searches were conducted with open source as well as going through GSA, Unicor, and Ability One. No other brand can integrate with current equipment.
Though other brands offer the entire safe and hardware/The cost to replace all equipment negates any benefit for an entire refresh.
N/A
If other vendors begin to develop this hardware to upgrade our currently existing safes then the competition for sources will increase. In the future we will conduct market research to determine if any other brand or manufacturer can meet our needs.

After reviewing data found on the Trusted Systems, Inc. website against previous contracts that I was able to exude through VCE-PCF (W50S87-20-P-5018, signed by Zach Leddy and W50S6W-22-F-1013, signed by Stacey Little), the anticipated cost is found to be fair and reasonable for the requested items.
