About this file
This is a Justification and Approval (J&A) document for procurement of training ammunition by the U.S. Secret Service (USSS) under a brand name justification exception to full and open competition.
The USSS Office of Procurement is establishing a 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a firm fixed price delivery order structure for 9mm and 5.56 training ammunition, including blanks and marking/non-marking rounds. The estimated ceiling value is $9,000,000.00 for the entire 5-year ordering period. The solicitation number is 70US0926R70093723, and the requirement will be set aside as a small business acquisition. The ammunition will be procured from Ultimate Training Munitions (UTM), the current supplier under contract 70US0921D70090018, as the sole source determined capable of meeting technical requirements. Funding is categorized as Operations and Support across various fiscal years.
The justification for sole source procurement rests on two critical factors: (1) existing training weaponry at the Recruit Training Course (RTC) has been fitted with aftermarket parts unique to UTM rounds, requiring approximately $250,000 in modifications to accommodate alternative ammunition brands; and (2) the StressVest training system used at RTC is proprietary equipment that functions exclusively with UTM ammunition, with replacement estimated at $960,000. Market research through a Request for Information posted on SAM.gov on March 9, 2026, identified six small businesses as potential sources, with five deemed capable of providing ammunition if compatible with the existing UTM system, though all identified vendors are resellers rather than manufacturers. The Contracting Officer (Erik Syfert) and Head of Contracting Activity (Salvatore Saraceno) have certified and approved this sole source justification based on the unique qualifications of UTM ammunition and the government's minimum needs.

J&A No: FY26-52 Page 1 of 4
J&A No.: FY26-52 PR No.: PR-26-USSS-TBD
JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN
COMPETITION: BRAND NAME JUSTIFICATION
41 U.S.C. 3304(a)
Pursuant to the requirements of the Competition in Contracting Act (CICA) as implemented by the Federal Acquisition Regulation (FAR) 6.103 (FAR Class Deviation 25-11) and in accordance with the requirements of FAR 6.104 (FAR Class Deviation 25-11), the justification for the use of the statutory authority under FAR 6.103 (FAR Class Deviation 25-11) is justified by the following facts and rationale required under FAR 6.104-1 (FAR Class Deviation 25-11) as follows:
1. Agency and Contracting Activity. U.S. Secret Service (USSS), Office of Procurement, proposes to enter into a contract on a basis other than full and open competition.
2. Nature and/or Description of the Action being Approved.
(a) Nature of action. The Government requires an Indefinite Delivery/Indefinite Quantity contract for a 5 year ordering period for training ammunition. Therefore, this solicitation will be set aside for UTM brand ammunition.
(b) Name and address of the contractor: TBD
(c) Contract type: The contract will be an IDIQ with firm fixed price delivery orders.
(d) Estimated total value, including options:
The estimated ceiling for the 5-year ordering period is $9,000,000.00.
The ammunition was previously provided under contract 70US0921D70090018 with Ultimate Training Munitions.
(e) Type of funding: Operations and Support.
(f) Year of funding: Various years.
(g) Solicitation number: 70US0926R70093723
(h) Background information about the requirement.
3. Description of supplies/services.
RTC through PRO is seeking to procure 9mm and 5.56 training ammunition to include Blanks, Marking and Non-Marking rounds to support training. UTM brand is the current ammunition being used, and it is the only brand that meets the qualifications provided by RTC.
4. Identification of statutory authority permitting other than full and open competition.
The statutory authority permitting other than full and open competition is 41 U.S.C.3304(a)(1), implemented by the FAR 6.103-1 (FAR Class Deviation 25-11) entitled “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”

5. Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.
The UTM brand of ammunition is the only responsible source due to two different factors. First, the training weaponry is fitted with aftermarket parts to allow for the use of the blanks and marking rounds. These aftermarket parts are unique to UTM rounds and would have to be replaced if another brand were to be selected at a cost of approximately $250,000.
The second factor as to why the UTM brand is the only responsible source is that a training system used at RTC called StressVest can only use UTM rounds with its proprietary equipment.
This has been verified by representatives from StressVest.
There is a current Strategic Source Vehicle (SSV) for training ammunition, but it does not include UTM brand rounds. The ATSAIC at RTC, spoke with the Contracting Officer of the SSV, and was told that the UTM brand ammunition would not be added to the contract.
6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable.
A Request for Information was posted on SAM.gov on March 9, 2026, and six small businesses responded. Of the six, five were found capable of providing the ammunition. The solicitation will be posted on SAM.gov as a small business set-aside.
7. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The contracting officer will determine whether the anticipated price(s) will be fair and reasonable based on competition amongst proposals received. If only one proposal is received, then historical pricing shall be used to determine fair and reasonable.
8. Description of Market Research.
Market research determined that the UTM brand of ammunition is the only responsible source for the training ammunition required at the RTC, due to both weapons already being altered to accommodate the ammunition and that it is the only ammunition recommended by the StressVest company. An RFI was completed and found multiple small vendors are available to provide the ammunition.
9. Any other facts supporting the use of other than full and open competition.
The requirement is for training ammunition made by UTM. If UTM ammunition is not purchased, the new training ammunition will require alterations to all training weaponry in the estimated amount of $250,000. This estimate was derived from the costs of the alternate parts on the current contract times the amount of training weaponry. Also, since the UTM brand is the only known ammunition to work with the StressVest training system, other ammunition would require the replacement of that system at an estimated cost of $960,000. (Estimated cost derived from purchase price of StressVest system.)

11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for supplies or services required.
There is little opportunity to remove or overcome the barriers which led to an exception of fair opportunity due to the cost prohibition to the proprietary nature of StressVest System. The Government will continue to monitor the market for opportunities to obtain training ammunition not peculiar to one manufacturer which can meet the Government’s minimum needs to be able to continue to utilize the StressVest System.
