Section B: Description of the Supplies/Services Required

Require Rynglok installation kit part number RTSK8-02-001, NSN 5180-01-378-8873 for Rynglok tubing fitting installation.

Section C: Justification for Soliciting from a Single Source or Brand Name

Rynglok installation kit part number RTSK8-02-001is manufactured by Eaton. This manufacturer has all rights to rynglok assemblies and tooling. This kit has all necessary sizes for the Rynglok fittings we are authorized to install on F-16 tubing assemblies. Eaton does not sell directly to individuals and therefore all quotes must come from authorized distributors. Per note in 00GV section 2.22 "Alternate tubing and fire sleeve repair method approved for use on F-16 aircraft may be found in TO 42E1-1-1".

Referring to 42E1-1-1 WP 017 paragraph 3 states that "Rynglok fittings may be used to repair a tube of any wall thickness of tubing for any commonly used tubing materials listed in table 3". An AF 601 – Authorization Change Request has been submitted to AETC and its currently awaiting final approval, to add the Rynglok Kit to 49 EMS equipment. Additionally, Air Force engineers Systems Procurement Office (SPO) for the F-16, have reached out to all F-16 Aircraft Structural Maintenance sections to assure all units that the F-16 is authorized the use of Rynglok as they intent to make changes to the F-16 TO 42E-1-1-1. To accommodate future changes to TO 42E-1-1-1 and keep the consistency of the tools used by EMS procuring a Rynglok installation kit is the best interest of the Government.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In the future, the 49th EMS Aircraft Structural Maintenance section will make efforts to conduct early planning with requiring activities in order to identify requirements early in decision stages in order to avoid acquisition concerns and adverse mission impact.
