JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

1. Identification of the Agency and Contracting Activity

The agency and contracting activity for this effort is the United States Department of the Navy’s Strategic Weapons Facility, Atlantic (SWFLANT) located at 1150 USS Los Angeles Rd, Kings Bay, GA 31547-2634.

2. Description of the Action Being Approved

The acquisition of the supplies/services under a Brand Name Justification.

3. Description of Supplies/Services and Estimated Value

• Snap-tite 3" x 50' Conquest Yellow Fire Hose

• Task Force Tips (TFT) Handline Automatic One-Piece Nozzle With Pistol Grip

4. Statutory Authority Permitting Brand Name Justification

This action is being executed in accordance with FAR 13.106(b)(1)(ii) as a particular brand-name item is required.

5. Rationale Supporting Use of Cited Authority

The brand that is being requested for the fire equipment are replacement parts. The SUBASE Fire Department provides a list of parts to procure that have been approved to ensure they will fit and function with the existing equipment under their program. Failure to procure the requested brands will lead to equipment not function properly. The results of the equipment not functioning will cause Explosive Handling Wharf (EHW-1) to have inoperable firefighting gear.

The mandatory sources were surveyed and could not meet all the requirements. The requirements are available in the open market.

6. Description of Efforts Made to Solicit Offers from as Many Potential Sources as Practicable

A Request for Quotes (RFQ) will be posted in sam.gov for seven days.

7. Fair and Reasonable Determination

All quotations or offers will be evaluated in accordance with FAR 13.106-3(a) and award will not be made unless the Contracting Officer can find the price fair and reasonable.

8. Other Facts Supporting the Use of Other than Full and Open Competition

There are five different thread patterns used in firefighting equipment some made to function with others and some unable to connect at all, National Hose Thread (NH), National Standard Thread (NST), National Pipe Straight Hose Thread (NPSH) (NPS), and Garden Hose Thread (GHT). If the requested parts are substituted there will be no way of knowing if the parts will fit the existing equipment.

10. Actions to Remove or Overcome Barriers to Competition

Based upon the aforementioned facts and details identified in Section 5, the Government does not foresee a feasible alternative to the selected source. SSP will continue to monitor the marketplace for viable, cost effective options to meet this requirement.
