Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C797-24-AP-0035

1. Contracting Activity: Department of Veterans Affairs, National Acquisition Center, Commodities and Services Acquisition Service. Funding IPR # F368299-24- 0000070.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The proposed acquisition is for a firm fixed price contract under FAR 13.106-1(b). The contract for services and supplies value is estimated at [REMOVED] for two Printronix P8C15 Cartridge Cabinet Line Matrix Printers with 5-year service and maintenance plans. The equipment will be physically located in the DLS warehouse and must be capable of receiving orders placed through the VA Veterans Health Information System Technology Architecture (VISTA), in addition to the following functionality and features:

a. Must be Compatible with current operating systems Windows 10 used at the DLC

b. Capable of receiving orders placed through the VA VISTA system

c. Able to print proper mailing addresses

d. Able to receive order information from VISTA and print on label

e. Ethernet capable

f. Power 110 AC

g. Must provide Technician throughout delivery Installation to ensure equipment is installed in proper working condition

h. Quarterly Maintenance to ensure operability (onsite)

i. Emergency Repair availability (within 48 hours)

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: 41 U.S.C. 3304(a)(1) states the appropriate circumstances when noncompetitive procedures may be used, and 3304(a)(1) states, “the property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency.” The proposed purchase of the Automated Label Printing Systems will be utilized to receive the order and Veteran information from VISTA and create the specific label that is able to be recognized by VISTA and shipping programs to perform specific functions for shipping and registering SSNs. The DLS has a specific system processing in the VISTA. The current printing format for orders that enter the system from the Remote Order Entry System (ROES) have been built to be compatible with all the systems. Printronix brand name printer is the exact model with specifications that were used from the start of the VISTA system. Direct compatibility is essential to operations.

4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted pursuant to FAR Part 10 and VAAR 810.001-70. A detailed query of Small Business Administration (SBA), Veteran Small Business Certification Program (VetCert) in accordance with (IAW) VAAR 819.70 and querying other Government databases relevant to agency acquisitions IAW FAR10.002 (b)(2)(iv). There were not any SDVOSBs or VOSBs who provide Printronix printers or service and maintenance. There were several small businesses located who could provide some or all of the requirements open market and [REMOVED] on GSA Advantage who can provide all requirements for Printronix printers, service plan, delivery, and installation. This was previously posted in GSA Advantage but all quotes were open market. It was cancelled and now publicizing in SAM.gov.

5. Contracting Officer's Certification: Purchase is approved in accordance with

FAR 13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. The price of the printers and service plan is found reasonable based on the fact that it is being acquired from a GSA contract and that market research has shown prices to be considerably higher from open market small businesses.
