About this file

This document is a justification and approval for model/brand name procurement. The Utah Army National Guard's Utah Training Center seeks to procure Motorola APX 6000 and APX 8000 VHF radios, as well as multi-unit charging stations, from authorized Motorola distributors through a solicitation on SAM.gov. Currently the Utah Training Center uses 90% Motorola radios for day-to-day operations, and procuring the same brand and models will avoid increased costs associated with integrating different equipment, as the center works closely with local law enforcement and fire agencies that also use these radios. Previous procurements and emergency exercises have demonstrated the reliability and consistency of communication achieved through the Motorola APX6000 and APX8000. Award will be made at a fair and reasonable price based on competition in accordance with FAR 13.106-3(a)(1), representing best value to meet the needs of the Utah Army National Guard.

JUSTIFICATION AND APPROVAL FOR MODEL/BRAND NAME

Purchase Request/Requisition #: W81AP / 0012000984

Organization/Line Office: Utah Army National Guard / Utah Training Center

Description of Action being approved: Motorola Radios and Charging Stations

Description of Product, Supplies or Services required to meet the needs: Motorola Radios - APX 6000, APX 8000, Multi Unit Charging Stations

Statutory Authority permitting other than the full and open competition: This acquisition is being conducted under the authority of Federal Acquisition Regulation (FAR) 6.302-1( ).

Identification of the Justification Rationale:

Currently UTC/Range Control uses 90% Motorola APX radios for day to day operations. Because they primarily use one type of radio, allowing other models/brands would increase overall cost of the radios. UTC/Range Control would need to buy new software, cables, changing stations and pay for training on the new equipment.

UTC/Range Control works closely with local law enforcement and fire who also use these specific radios. Purchasing this specific radio supports familiarity in the equipment and enhances and helps ensure safety. Multiple emergency exercises using other brands/models have proven the Motorola APX6000and APX8000 to be the most reliable and consistent in ensuring clear communication transmitted on Camp Williams ranges.

Keeping radios consistent at UTC/Range Control enhances familiarity and makes it easier to maintain and help troubleshoot equipment issues and, similarly, consistency in radio brand and model is safer in emergencies because there is no need to be familiar with operating multiple brands/models of radios.

Fair and Reasonable Price Determination: Award issued under this individual brand/model justification shall represent a fair and reasonable price as the pricing will be based upon competition in accordance with FAR 13.106- 3(a)(1). The price paid will represent the best value to meet the needs of the Utah Army National Guard.

Actions to Increase Competition: Due to expected total procurement cost, this requirement will be solicited on SAM.gov for sufficient time to receive pricing from multiple vendors authorized to sell/distribute this brand and these models.

Market Research conducted: Previous procurement of these and similar radios have been reviewed.

Technical Cognizance: As the technical or requirement personnel, I certify that the supporting data under my cognizance included in the justification are accurate and complete to the best of my knowledge and belief.
