JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity: The Army Contracting Command–Detroit Arsenal (ACC-

DTA), Detroit Arsenal, Michigan 48397-5000, is the responsible contracting activity.

2. Description of Action: ACC-DTA proposes to award a modification of the current contract, W56HZV-19-C-0055 from a three-year to a five-year contract to Leonardo DRS – Land Electronics (Leonardo DRS) of Huntsville, Alabama for the vehicle systems managed by Project Manager Mounted Armored Vehicles (PM MAV). PM MAV manages the Bradley Fighting Vehicle Systems (BFVS), the Armored Multi-Purpose Vehicle (AMPV) System, and the Carrier of the Multiple Launch Rocket System (MLRS).

This is a Cost Plus Fixed Fee (CPFF) service contract. This proposed effort will be managed using the same process as the original contract, through the use of discrete work directives that will be awarded as either Cost Plus Fixed Fee Completion efforts – or Level of Effort (CPFF-LOE).

The Government will fund this action utilizing the following types of funding:

Type of Funding Purpose

Research, Development, Test, and Evaluation (RDT&E)

STS for U.S. Army vehicles

Army Procurement Appropriations (APA) / Army Wheeled Tracked Combat Vehicle

(WTCV)

STS for U.S. Army vehicles

Operations and Maintenance, Army

(OMA)

SSTS for U.S. Army vehicles

3. Description of Supplies/Services: This contract modification will allow for the continuation of critical System Technical Support (STS) and System Sustainment Technical Support (SSTS) services. The services include the Software Integration Lab (SIL) for Program Management, Engineering, Logistics, and Quality Assurance efforts required to manage and update all on-vehicle components (e.g. Power, Diagnostics, and Optics hardware and software systems) that are source-controlled to Leonardo DRS on the BFVS, AMPV, and MRLS. This contract modification will be awarded for the potential use of 193,020 total hours to support all tasks required to train, update, modify, and field software/hardware services for Power, Diagnostics, and Optics components produced by Leonardo DRS.

The support consists of the following:

a) Management and Administration support includes:

Lead Engineering

Logistics

Program Management Support

*NOTE: The time estimates outlined above and explained below are based on Subject Matter Expert (SME) experience with On and Off-board Diagnostics Equipment.

i. Qualification of a New Prime Contractor (6 months): During the proposal evaluation phase of a new competition, the Government would perform a pre-award survey to assess whether the new contractor could meet contractual requirements which would take approximately 7 days. The Government would require 4-6 months to evaluate manufacturing and software processes which include build lines, First Article Test (FAT), quality processes of manufacturing and system methodologies.

Qualification of the new contractor’s quality systems (International Standards Organization (ISO) 9001:2008, Quality Management Systems) compliance, as well as contractor familiarization with Government’s Production Quality Deficiency Reports (PQDR) would take approximately 2 weeks.

ii. Technical Data and Logistics Development (38 months): PM MAV does not have a complete TDP nor complete computer software package. Development and delivery of complete computer software package and technical drawings compliant to Government standards and logistics data by a new contractor would require approximately 38 months. The breakdown of the 38 months is shown as follows:

(i) Technical Data and Logistics Development

a. Requirements Development – 6 months

i. It would take approximately 6 months for a new contractor to independently develop and understand the requirements that are involved with TDP development.

ii. Logistic and quality requirements would be clarified in parallel efforts.

b. Concept of Design and Engineering – 5 months

i. It would take a new contractor approximately 5 months to understand the concept of design and engineering associated with TDP development.

ii. Logistic and quality/test plans would need to be defined and understood for objectives, metrics, and criteria for pass or failure.

c. Design Maturity – Hardware / Software – 15 months

i. Approximately 15 months would be required for a new contractor to complete the design maturity of hardware and software from concept to functional prototype to production representative developments. This includes development of all requirements trace to support engineering drawings, reports, and documents supporting sustainment, maintenance, system supportability, or modifications to current systems. Logistics and quality would work in conjunction to the 15-month timeframe and involves engineering drawings, reports, and documents to assure compliance and/or modifications to the TDP and computer software to support manufacturing and change management. This effort is inclusive of hardware and/or software completed individually or concurrently.

ii. This effort would also include mature and aligning design modifications with logistics sustainment documents such as, Level of Repair Analysis (LORA), TMs, and Supply Chain Risk Management (SCRM), qualification test plans for Subassembly Replacement Units (SRUs), Line Replaceable Units (LRUs), and vehicle subsystems, (such as diagnostics, power management, software, Solider Machine Interfaces (SMI)) and systems such as modes of operations and repairs. The effort associated with this would be parallel with engineering and quality.

iii. Quality will work test plan validation and verifications with trace requirements for SRUs and LRUs. Test plans for the subsystem and vehicle systems with metrics related to performance, reliability and modes of operations are involved.

These efforts would be parallel to engineering and logistics.

d. Test and Qualification – 12 months

i. This effort would require testing and qualification of SRUs and LRUs to be followed by vehicle system testing. This is the validation on the vehicle to support the mileage lifecycle while adhering to the requirements, maintenance, and competition for subsequent procurements.

8. Market Research: PM MAV conducts market research on a regular basis in order to determine if other contractors are able to provide the services required under this effort. Pursuant to FAR 10.002(b) (2) (i) and (ii), a market survey was issued on 03 October 2019, in the form of a Sources Sought Notice (SSN), to determine whether new sources are capable of performing the tasks currently included under the Bradley Power, Diagnostics and Optics Support STS contract. This market survey included coverage of BFVS, AMPV, and MRLS for this action. The SSN closed on 04 November 2019 and was extended for another week until 13 November 2019 in an effort to obtain responses. The market survey addressed all major tasks, including the following:

General: Knowledge of networks – 1553, CAN J1939 and Ethernet; knowledge of optics and Soldier Machine Interfaces (SMI) of multiple systems; knowledge of power distribution and management; software development and support for fielded combat platforms.

Vehicle Diagnostics: Interaction with vehicle health and management systems;

support of IETMs; and activities to support and interface with Direct Support TMDE Reduction Application (DSTRA). Includes activity from LRU and SRU components to the vehicle health management systems.

Soldier Machine Interface and Optics: Support how user interacts with vehicle systems for maintenance, diagnostics and operation; input for system operations;

feedback to user for status of systems and external optical system interface for situation awareness and movement.

Power Distribution: Systems to provide information to user, control of power to vehicle systems, diagnostics support with troubleshooting to isolation, and interactivity with multiple networks.

Model and Simulation Capabilities: Tools and capabilities.

Test and Evaluation Capabilities: Capabilities internal, tools to assess field issues and corrective actions, and ability to support USG sites.

Logistics: Support product fielded by documentation, TMs, IETMs, personnel for training and investigation of field problems, and activities for changes/support to fielded products.

Below is a summary of the evaluation results:

c) Contract: W56HZV-12-C-0405 Competitive Status: Non-competitive

(3) Authority Previously Cited

a) Contract: W56HZV-19-C-0055 J&A Authority Cited: 10 U.S.C 2304(c) (1) and FAR 6.302-1

b) Contract: W56HZV-12-C-0199 J&A Authority Cited: 10 U.S.C 2304(c) (1) and FAR 6.302-1

c) Contract: W56HZV-12-C-0405 J&A Authority Cited: 10 U.S.C 2304(c) (1) and FAR 6.302-1

(4) A Justification and Approval (J&A) for Other Than Full and Open Competition was approved (CMO 2018-082) on 27 June 2018 by the Competition Advocate for the award of contract W56HZV-19-C-0055. Paragraph 7, Actions to Increase Competition, states that “There are no anticipated actions to increase competition for subsequent procurements. It would not be cost effective for the Government to qualify a new vendor at this time.”

(5) No prior contract for this STS/SSTS requirement was accomplished using full and open competition. As noted in section 10.a (3), all previous contracts were awarded on a sole source basis using the authority 10 U.S.C 2304(c) (1) and FAR 6.302-1.

(6) No unusual patterns were revealed by the procurement history.

(7) The previous justification was issued under the authority of FAR 6.302-1.

That justification stated that it was cost prohibitive at that time to pursue the development of a TDP and it would result in “unacceptable delays in fulfilling the agency’s requirements.” There have been no significant changes to that justification.

b. Other facts. The previous justification for award of base contract W56HZV-19-C-

0055 did not include AMPV and MRLS. This action will include AMPV and MRLS along with BFVS. There is no contract history for any similar efforts for AMPV and

MRLS.
